CASSELBERRY CITY COMMISSION <br />Minutes of August 13, 2012 — Regular Meeting <br />Page 7 of 11 <br />residential properties. <br />Budget Impact: There is no impact to the City budget. <br />Recommendation: The Interim City Manager and the Community Development Director recommended <br />approval of Ordinance 12 -1377. <br />Audience Input: <br />Mayor Glancy addressed Mr. Fraleigh prior to his speaking on the item, reminding him ofthe rules of decorum <br />and issuing a warning that he was to conduct himself in an orderly, professional and courteous manner. <br />1. Mr. James Fraleigh, 23 Teresa Court, spoke in opposition to the Ordinance, stating that he did <br />not feel this would be right for the community. He suggested that the Commission had <br />previously ignored the problem with foreclosures and abandoned properties, and should seek <br />a better solution that what was being presented. <br />2. Mr. John Casselberry, 700 South Lost Lake Lane, voiced concerns about the Code <br />Enforcement Board's interpretation of the current Code relating to the registration of <br />foreclosed properties. <br />No one else came forward to address Ordinance 12 -1377. <br />MOTION: Commissioner Solomon moved to approve Ordinance 12 -1377 on first reading, <br />as revised. Motion was seconded by Commissioner Aramendia. Motion <br />carried unanimously by voice vote 5 -0. <br />No items were scheduled on this agenda. <br />A. Requests for Reduction of Multiple Code Enforcement Liens - 251 Triplet Lake <br />Drive <br />Staff Presentation: Sandra Smith, Development Services Manager, advised that this item was a request to <br />reduce liens on the property located at 251 Triplet Lake Drive. She explained that the first three liens were <br />placed on the property when it was occupied by the former property owner and were for failure to obtain a <br />building permit in 2007, storing unlicensed vehicles on the property in 2008 and parking in the rear yard in <br />2010. She further explained that the cases for storing the unlicensed vehicles and parking in the rear yard were <br />corrected prior to the bank taking possession of the property, and the fines on both cases stopped accruing but <br />remained outstanding. <br />
