their personal properties on a case-by-case basis and assist with conducting <br />plant surveys; the basis for re-vegetation should be the normal high water line <br />and calculations of these levels should be included in the Code and be provided <br />per lake; exemptions of the permit should be clearer and should be included at <br />the end of the code to keep readers from "skipping" certain parts of the Code; <br />how to apply exemptions to lakefront homeowners who experience a hardship <br />with code compliance; a future compliance date should be set (January 1, 2020 <br />was recommended). <br />5. New Business: <br />There was a New Business item added during this meeting that was not available before the <br />Official Agenda for this meeting was published to the public. The new item is herein <br />captured: <br />Chairman Ken Terrell provided handouts to the Board members of an example <br />newsletter published monthly by the City of Winter Park regarding Lake Water <br />Quality, which features focus topics. Mr. Terrell suggested the City possibly <br />implement a similar educational element in addition to its current public education <br />efforts already in place. The Board reviewed the handout. <br />6. Audience Participation: Mr. John Casselberry, 700 S. Lost Lake Lane, was in <br />attendance at this meeting and mentioned the following: <br />1. Herbicidelpesticides for targeting Hydrilla and other invasive plants <br />2. Lake Water Quality-not seeing a major difference in water quality since <br />the City has implemented some of its projects <br />Future LMAB Agenda Items: <br />Public Meeting in lieu of Upcoming LMAB meeting - Dr. Brock <br />requested the Board to consider having Dr. Harvey Harper, Biologist <br />with Environmental Research Design, during a joint LMAB/public <br />meeting possibly in February or March in order to give a presentation of <br />his findings based on a recent study conducted for Queens Mirror. Dr. <br />Brock also mentioned calling a "special meeting" to continue with City <br />Code updates relating to Lakefront Re-vegetation Permitting. This <br />session will be considered a "work session" wherein refreshments will <br />be provided and members will be expected to remain a little longer than <br />usual. The Board members present were in agreement. <br />8.
