The City of Casselberry Lakes Management Advisory Board held a meeting <br />* * Wednesday, November 2, 2011 at 6:00 p.m., in the Casselberry City Commission <br />Chambers, 95 Triplet Lake Drive, Casselberry, FL 32707. <br />Appointed Board Members Present: <br />Ron Bryan <br />Lloyd Kinderknecht <br />Chuck Paolucci <br />Ken Terrell <br />James Withrow <br />Appointed Board Members Absent: <br />Dana Callan (excused) <br />Mauricio Lopez (excused) <br />Anne Miller (resigned as of 10/31/11) <br />Douglas Rivero (excused) <br />Leslie Yates (excused) <br />Staff Members Present: <br />Kelly Brock, Ph. D., P.E., LEED AP, City Engineer <br />Kenna Henry, Senior Staff Assistant (Recording Secretary) <br />1. Call to Order: The meeting was called to order by Chairman Ken Terrell @ 6:25pm. <br />2. Roll Call: Chairman Ken Terrell called roll. Dana Callan, Mauricio Lopez, Douglas <br />Rivero and Leslie Yates were absent from this meeting. Anne Miller notified the Board <br />on October 31, 2011 of her intent to resign her position as a board member. There is <br />now one vacancy. Carl Greene of the Florida Fish and Wildlife Conservation <br />Commission, attended this meeting as an Ex-officio member. <br />3. Approval of Minutes: Mr. Ron Bryan mentioned that his name was inadvertently <br />omitted from attendance at the May 2011 LMAB meeting. The minutes were corrected. <br />Lloyd Kinderknecht made a motion to accept the LMAB meeting minutes of May 4, <br />2011 as amended. The motion was carried by voice vote. <br />4. Old Business: <br />A. City Code Regulations Related to Lake, Shoreline, and Wetland Protection: <br />Dr. Brock re-introduced this topic of discussion from the last LMAB meeting. The <br />Board members were provided handouts of the current ordinances governing <br />Lakeshore Re-vegetation and Permitting as enacted by the Cities of Winter Park <br />and Maitland as well as the current ordinance codified by the City of Casselberry. <br />A lengthy discussion ensued and resulted in the Board being tasked with <br />identifying a fair and accurate description of a required "buffer" as it relates to <br />shoreline re-vegetation and then deciding what vegetation requirements should <br />be in the buffer area (e.g., 80% coverage of native plantings).. <br />Notable comments from this discussion included: A code should be written in <br />unambiguous terms so that the average lakefront homeowner can understand; <br />diagrams to assist with understanding the code should be included; the City <br />should assist lakefront homeowners with determining normal high water levels on <br />
