Resolution 12-2346 - subrecipient A>;reement for the FY 2011 Assistance to <br />Firefi>;hters Grant Award and Related Budget Amendment # 12-026 <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORISING THE <br />EXECUTION OF A SUBRECIPIENT AGREEMENT BETWEEN THE CITIES OF CASSELBERRY, <br />LAKE MARY, LONGWOOD, OVIEDO, AND SANFORD FOR THE REGIONAL GRANT AWARD <br />FROM THE 2011 ASSISTANCE TO FII2EFIGHTERS GRANT FOR RADIO EQUIPMENT; <br />PROVIDING FOR CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br />Introduction: Resolution 12-2346 provides for approval of a subrecipient agreement between the cities of <br />Casselberfy, Longwood, Lake Maly, Oviedo and Sanford for the FY 2011 Assistance to Firefighters Regional <br />Grant award in the amount of $776,881 for the purchase of fire department radio equipment. Consideration of <br />related Budget Amendment #12-026 is also requested. <br />Budget Impact: Of the total awarded amount, Casselberry's equipment purchases will total $329,052, to be <br />paid far• with Grant proceeds of $270,210 and a 20% City match of $58,842. The match will be fimded from <br />sufficient reselves that have accumulated fi•om the surplus sale of vehicles at auction and are available iti the <br />Fii•e Rescue Division's account no. 302-0310-522.67.35, Machinery & Equipment via Budget Amendment <br />#12-026. <br />BA # 12-026: <br />Explanation of Request: This item seeks City Commission approval to recognize grant revenue from the <br />U.S. Department of Homeland Security's 2011 Assistance to Firefighters Grant (AFG) program. The City of <br />Casselberry Fire Department, applying on behalf of the cities of Longwood, Lake Maly, Oviedo and Sanford <br />(subrecipients) was awarded $776,881 to fund equipment purchase of new digital fire rescue portable and <br />mobile radios (Federal Grant #EMW-2011-FR-00007). As the lead applicant and pass through entity, the City <br />of Casselbeny and the four subrecipients have entered into a subrecipient agreement (Resolution 12-2346) <br />which establishes terms to meet federal grant compliance and the City's grant procedures and auditing <br />additional requirements as a result of the grant. The approved project cost is $971,101; the Federal shale is <br />$776,881 (80%); the cities' 20%match is $194,220 (Project#AFGl 1). Ofthe total grantaward, Casselbeny's <br />equipment purchases will total $329,052 funded by a 20% City match of $58,842 ($274,210 in federal grant <br />award).
