CASSI;LIII;RRY CITI' COMMISSION <br />Minutes of December 12, 2011-Regular Meeting <br />Page 9 of I3 <br />QUALIFYING DATES FOR MAYOR/CITY COMMISSION CANDIDATES; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, CODIFICATION, AND EFFECTIVE DATE." <br />Staff Presentation: Ms. Barbara Lipscomb, City Manager stated Ordinance 11-1368 provides for amending <br />City Charter Section 7.06 by changing the dates for candidates to qualify to run for office as well as change the <br />date by which alternative method petitions are to be received by the City. Earlier in the year, the State <br />Legislature modified the time when the State primary election will be held in 2012 from 10 weeks to 12 weeks <br />prior to the general election date. This action now necessitates the City to modify its candidate qualifying <br />period in order to allow sufficient time for the candidate name(s) to be placed on the Seminole County primacy <br />ballot in accordance with State election laws. Likewise, the date by which alternative method petitions must be <br />received by the City must also be modified in order to allow for sufficient time for verification of the petition <br />signatures in accordance with State law. Section 100.3605, Florida Statutes, grants the City specific authority <br />to change its qualifying dates contained in the City Charter for members of its governing body via adoption of <br />an ordinance rather than having to submit a referendum question to the electors. <br />Ordinance 11-1368 proposes to change the qualifying period from the third full week in June to the third full <br />week in May, and to change the alternative method petition filing deadline fiom the third Tuesday in May to <br />the third Tuesday in April. If adopted, the 2012 alternative method petition deadline would be Tuesday, April <br />17, 2012 and the qualifying period for the 2012 City Election would be held from 12:00 p.m. Monday, May 21 <br />through 12:00 p.m. Friday, May 25, 2012, during regular business hours. It was further noted that if the City <br />continues to follow a compressed work week schedule, City Hall would be open on Friday, May 25`'' from 7:00 <br />a.m. to 12:00 p.m. only for candidates to qualify with the City Clerk. The City Attorney and the Seminole <br />County Supervisor of Elections have reviewed Ordinance 11-1368. <br />Budget Impact: There is no impact to the City's budget. <br />Recommendation: The City Manager and the City Clerk recommended approval of Ordinance 11-1368 on <br />first reading. <br />Audience Input: No one came forward to address Ordinance 11-1368. <br />MOTION: Commissioner Hufford moved to approve Ordinance 11-1368, on fiIā¢st reading, <br />as presented. Motion was seconded by Commissioner Aramendia. Motion <br />carried unanimously by voice vote 5 - 0. <br />11. ESLLT'TI <br />A. Resolution 11-2330 -Recognition of Service by_City Commissioner SusanDoerner <br />The City Clerk read Resolution 11-2330 by title as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA IN RECOGNITION OF CITY <br />COMMISSIONER SUSAN DOERNER FOR DEDICATED PUBLIC SERVICE TO THE CITIZENS <br />OF THE CITY OF CASSELBERRY, FLORIDA; PROVIDING FOR AN EFFECTIVE DATE." <br />
