Based on <br />Policy FLU 1.2, Objective FLU 10 and Policy FLU 10.1 of the City's Comprehensive Plan, staff found the <br />proposed Future Land Use Map amendment to be consistent with the City's Comprehensive Plan, compatible <br />with the surrounding mix of land uses and zonings, and City services will not be negatively impacted. <br />Budget Impact: This item has no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Ordinance 11-1366 on first reading. The Planning and Zoning Commission recommended denial of the <br />requested FLUM amendment. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 11-1366. The following <br />individuals came forward: <br />1. Mr. Mike Anderson, 105 Roaan Drive, Oviedo, applicant, requested favorable consideration <br />of Ordinance 11-1366. Mr. Anderson addressed the concerns expressed at the Planning and <br />Zoning Commission by neighbors, stating the traffic impact from the proposed designation <br />and zoning would be less than the current designation and did not believe the change from <br />commercial to multi-family residential would create more crime in the neighborhood. <br />stated he tentatively plans to construct upscale two-story townhome style apartments on the <br />subject property, which will increase the propel•ry values, and further stated if built, he would <br />impose strict rules, including no outside storage front or back allowed, no clothes lines, etc. <br />2. Ms. Brenda Monger, 15 Plumosa Avenue, spoke in opposition to Ordinance 11-1366, voicing <br />concerns regarding traffic impacts and compatibility with surrounding propel•ties. Ms. <br />Monger made reference to a petition signed by 29 residents in opposition to reclassification of <br />the subject propelrty to RMF-13 dated November 28, 2011. A copy of the petition was <br />distributed to the City Commission. <br />Mr. Ralph Monger, 15 Plumosa Avemle, spoke in opposition to Ordinance 11-1366 due to <br />tj•affic impact concerns, and inquired if a traffic light would be installed at the intersection of <br />Concord Drive and U.S. Highway 17-92. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 11-1366. <br />Discussion ensued regarding the proposed Future Land Use Map amendment and planned development for the <br />subject property. <br />MOTION: Commissioner Solomon moved to approve Ordinance 11-1366 on first reading, <br />as presented. Motion was seconded by Vice Mayor Miller. <br />DISCUSSION: Commissioner Aramendia disclosed that he was a member of the Planning and <br />Zoning Commission on November 9, 2011 and voted in opposition to providing a <br />favorable recommendation to the City Commission on the proposed Fuhue Land Use <br />Map amendment. Traffic impact concerns and other potential negative impacts of the <br />proposed amendment were discussed. The possibility of developing a separate <br />
