CASSELBERRY CITY COMMISSION Minutes of February 13, 2012 — Regular Meeting Page 10 of 19 Staff Presentation: Development Services Manager Sandra Smith gave a brief overview of the item, stating that the information pertained to both Items 9A and 913, and that the items had been heard by the Commission previously on first reading. Ms. Smith stated that these two ordinances related to property located on the NE corner of the Intersection of Highway 17 -92 and Seminola Blvd., and that the 17 parcels totaling 13.25 acres were annexed into the City in June of 2011. She added that after the Commission's approval on first reading, the amendment packet was submitted to the Department of Economic Opportunity as transmittal of a large scale amendment. She advised that the two items were before the Commission for administrative action to change the parcels from the Seminole County designations to the comparable City designations. Ms. Smith further stated that Staff findings showed that the requested amendments are consistent with the City's Comp Plan, are compatible with the surrounding mix of land uses and zonings, and City services are available and will not be negatively impacted. She asked for favorable consideration by the Commission. Budget Impact: There is no impact to the City's budget. Recommendation: The Interim City Manager and the Community Development Director recommended adoption of Ordinance 11 -1364 on second reading. Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 11 -1364 to hear and consider comments and questions regarding this issue. No one came forward. Mayor Glancy closed the public hearing relative to Ordinance 11 -1364. MOTION: Commissioner Solomon moved to approve and adopt Ordinance 11- 1364 on second and final reading, as presented. Motion was seconded by Commissioner Aramendia. Motion carried unanimously by voice vote 5- 0. B. Public Hearing: Second Reading of Ordinance 11 -1365 -Amendment to the Official Zoning Map for Properties Annexed in 2011 (ZB 11 -04) The City Clerk read Ordinance 11 -1365 by title as follows: "AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY OF CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN ARTICLE IV, SECTION 2 -4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; ESTABLISHING ZONING CLASSIFICATIONS FOR THOSE PARCELS ANNEXED INTO THE CITY OF CASSELBERRY IN 2011 GENERALLY LOCATED NEAR THE INTERSECTION OF US HIGHWAY 17 -92 AND SEMINOLA BOULEVARD AS DESCRIBED IN SECTION 1 OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY, CODIFICATION AND AN EFFECTIVE DATE."
