CASSELBERRY CITY COMMISSION <br />Minutes of February 13, 2012 — Regular Meeting <br />Page 10 of 19 <br />Staff Presentation: Development Services Manager Sandra Smith gave a brief overview of the item, stating <br />that the information pertained to both Items 9A and 913, and that the items had been heard by the Commission <br />previously on first reading. Ms. Smith stated that these two ordinances related to property located on the NE <br />corner of the Intersection of Highway 17 -92 and Seminola Blvd., and that the 17 parcels totaling 13.25 acres <br />were annexed into the City in June of 2011. She added that after the Commission's approval on first reading, <br />the amendment packet was submitted to the Department of Economic Opportunity as transmittal of a large <br />scale amendment. She advised that the two items were before the Commission for administrative action to <br />change the parcels from the Seminole County designations to the comparable City designations. Ms. Smith <br />further stated that Staff findings showed that the requested amendments are consistent with the City's Comp <br />Plan, are compatible with the surrounding mix of land uses and zonings, and City services are available and <br />will not be negatively impacted. She asked for favorable consideration by the Commission. <br />Budget Impact: There is no impact to the City's budget. <br />Recommendation: The Interim City Manager and the Community Development Director recommended <br />adoption of Ordinance 11 -1364 on second reading. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 11 -1364 to hear and consider <br />comments and questions regarding this issue. No one came forward. Mayor Glancy closed the public hearing <br />relative to Ordinance 11 -1364. <br />MOTION: Commissioner Solomon moved to approve and adopt Ordinance 11- <br />1364 on second and final reading, as presented. Motion was seconded <br />by Commissioner Aramendia. Motion carried unanimously by voice <br />vote 5- 0. <br />B. Public Hearing: Second Reading of Ordinance 11 -1365 -Amendment to the Official <br />Zoning Map for Properties Annexed in 2011 (ZB 11 -04) <br />The City Clerk read Ordinance 11 -1365 by title as follows: <br />"AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />AMENDING THE CITY OF CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN <br />ARTICLE IV, SECTION 2 -4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY <br />OF CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; ESTABLISHING <br />ZONING CLASSIFICATIONS FOR THOSE PARCELS ANNEXED INTO THE CITY OF <br />CASSELBERRY IN 2011 GENERALLY LOCATED NEAR THE INTERSECTION OF US <br />HIGHWAY 17 -92 AND SEMINOLA BOULEVARD AS DESCRIBED IN SECTION 1 OF THIS <br />ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY, CODIFICATION AND AN <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Second Reading of Ordinance 11 -1365 <br />was published in the Orlando Sentinel on February 2, 2012. <br />Presentation: Mayor Glancy reminded the Commission that Ms. Smith's presentation on the previous item <br />
