CASSELBERRY CITY COMMISSION <br />Minutes of January 30, 2012 — Special Meeting <br />Page 3 of 6 <br />Decrease: <br />001- 0190 - 536.58 -00 Contingency Reserve $115,726 <br />Discussion: A brief discussion ensued regarding how leave time is calculated and what the criteria are for <br />being eligible for unemployment compensation. <br />MOTION: Commissioner Miller moved to accept approval of Budget Amendment 12 -023 <br />and to accept the letter of resignation from former City Manager Barbara <br />Lipscomb. Motion was seconded by Vice Mayor Hufford. Motion carried <br />unanimously by voice vote 5 - 0. <br />4. APPOINTMENT OF INTERIM CITY MANAGER & <br />RELATED EMPLOYMENT AGREEMENT <br />Ms. Reischmann reminded the Commission that they had directed her to negotiate a contract with Interim City <br />Manager Randy Newlon. She advised that she and Mr. Newlon had utilized the same contract the City has <br />used in the past, and that basically the idea is to give him some protection to allow him to go back to his prior <br />job as Finance Director. She stated that there are terms set forth in the contract that provide for anew salary <br />for him when he returns to the Finance Director position which is more in line with other Directors and other <br />Finance Directors throughout the County. She also noted that the Interim City Manager salary would be the <br />lowest for a City Manager within Seminole County. <br />Discussion: Discussion ensued regarding the selection of Mr. Newlon for the Interim City Manager position <br />and others who may be available to fill the position, either as the Interim City Manager, or when a permanent <br />Manager is sought. The majority of the Commission expressed the feeling that Mr. Newlon was the best <br />choice for the Interim position as he has direct knowledge of the City's financial situation, is familiar with the <br />City's goals and has the support of City staff, which was felt would ensure a smooth transition. There was <br />additional discussion about the length of service for the Interim City Manager, and the timeframe for selection <br />of someone to fill the permanent City Manager position. <br />CONSENSUS: The consensus of the City Commission was to have a future special meeting <br />within 30 days of the next regular meeting to discuss the process and timeframe <br />for selection of a new City Manager. <br />MOTION: Vice Mayor Hufford moved to approve appointment of Randy Newton as <br />Interim City Manager, and the related Employment Agreement, as presented. <br />Motion was seconded by Commissioner Aramendia. Motion carried <br />unanimously by voice vote 5 — 0. <br />
