CASSELBERRY CITY COMMISSION <br />Minutes of Jn n ary 23, 2012 — Regular Meeting <br />Page 10 of 18 <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Ordinancell -1366. The Planning and Zoning Commission recommended denial (4-1) of the requested FLUM <br />amendment. <br />Mr. Anderson addressed the Commission and explained that the drawings in the presentation were very rough <br />and not a fair representation of what the final product would be. He also emphasized his willingness to enter <br />into a voluntary agreement with the City to address their concerns. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 11 -1366. The following <br />individuals came forward: <br />1. Ms. Brenda Monger, 15 Plumosa Avenue, spoke in opposition to Ordinance 11 -1366, expressing <br />concerns about the reduction in value to surrounding properties if the applicant was given leeway to <br />construct covered parking in lieu of enclosed garages. She also voiced her concerns about traffic, <br />stating her feeling that a residential use would generate more traffic than a commercial use which only <br />utilizes business hours. <br />2. Ms. Shailah Stewart 221 Lake Griffin Circle, spoke in opposition to Ordinance 11 -1366 and expressed <br />concerns about traffic and speeding in the area which would be increased by changing the use to <br />residential. <br />3. Ms. Leslie Yates, 241 Lake Griffin Circle, also spoke in opposition to Ordinance 11 -1366, reiterating <br />the earlier concerns about traffic and speeding, and stating her preference for a commercial <br />development on the site. <br />4. Mr. Mike Anderson, 105 Roaan Drive, Oviedo, applicant, stated lie wished he had more time to get a <br />better drawing done, as he felt there would be fewer concerns if the Commission and residents could <br />see what the final product would look like. He added that he felt he had addressed the City's concerns <br />in the agreement, but wouldn't have a problem with doing away with covered parking if that was a <br />major issue, and would also be willing to have the matter come back before the Commission for final <br />approval of the design, even though it is not required. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 11 -1366. <br />Discussion: Discussion ensued regarding several issues, including the terms of the proposed agreement with <br />the applicant design criteria for multi - family residential use, the question of possible commercial development, <br />traffic concerns, the effect the proposed use would have on the surrounding areas, and whether this type of <br />development was in keeping with the Commission's vision for this area. <br />MOTION: Commissioner Solomon moved to deny Ordinance I1 -1366 on first reading, as <br />presented. Motion was seconded by Vice Mayor Hufford. Motion carried 3 -2 <br />by voice vote (Mayor Glancy and Commissioner Miller dissenting). <br />
