CAS51;LB1;RRI' CITY COMMISSION <br />Minutes of September 2G, 2011- Regular Meeting <br />Page 7 of 11 <br />2306. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Resolution 11-2306 to hear and consider <br />comments and questions regarding the City's final millage rate for the coming fiscal year. The following <br />individual came forward: <br />1. Mr. John Casselberty, 700 South Lost Lalce Lane, recommended consideration of a penny <br />sales tax instead of ad valorem millage for provision of local selviees. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Resolution 11-2306. <br />MOTION: Vice Mayor Miller moved to approve Resolution 11-2306, as presented. Motion <br />was seconded by Commissioner Doerner. Motion carried unanimously by voice <br />vote 5 - 0. <br />Mayor Glancy announced the City of Casselberty had adopted a property tax rate of 5.4500 mills as the final <br />operating millage rate for Fiscal Year 2011 - 2012. This rate is 6.85% lower than the rolled-back rate of <br />5.8509 Inills. <br />B. Resolution 11-2307 -Adopted Operating Budget for Fiscal Year 2011 - 2012 <br />The City Cleric read Resolution 11-2307 by title as follows; <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ADOPTING THE FINAL <br />OPERATING BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR <br />COMMENCING ON OCTOBER 1, 2011 AND ENDING ON SEPTERMBER 30, 2012; PROVIDING <br />FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 11-2307 and sulnmaty budget <br />were published in the Orlando Sentinel on September 22, 2011, in accordance with the "Truth in Millage" <br />(TRIM) legislation. <br />Staff Presentation: Ml•. Randy Newlon, Finance Director, gave a presentation peI•taining to both the final <br />operating millage rate and the final budget for Fiscal Year 2011-2012. A copy of the presentation is attached <br />to and made a part of these minutes. The City Commission held a public hearing and approved the tentative <br />operating budget on September 12, 2011. <br />Budget Impact: The tentative budget for Fiscal Year 2011- 2012 for the City of Casselberty is $42,653,199. <br />Schedules summarizing the sources and uses by fund, a reconciliation of the differences between the proposed <br />budget and the tentative budget, and a summary of budgeted personnel by department are attached to and <br />made a part of these minutes. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 11- <br />2307. <br />
