Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 11-1357 was published in the Orlando Sentinel on June 30, 2011. Staff Presentation: Mr. Andy Brooks, Human Resources Manager, stated Ordinance 11-1357 repeals Article II of Chapter 52 -Civil Service Board. Ordinance 07-1211 adopted in May 2007 amended the City Code to authorize an Employee Manual and modified the functions of the Civil Service Board. The Civil Service Board has remained completely inactive since Novembet• 14, 2006. The primary purpose of the board was to hear employee appeals to disciplinary action of more than five days suspension or termination of employment. The Employee Manual includes a policy that also provides a procedure for employee appeals of disciplinary action. The procedure utilizing the Civil Service board has not been utilized since 2004. With the elhnination of the Civil Service Board, employees will continue to have access to an appeal procedure as determined by the City Manager and as provided for in the Employee Manual. The City Commission approved Ordinance 11- 1357 on first reading on June 13, 2011. Budget Impact: This item has no impact to the City Budget. Recommendation: The City Manager and the Human Resources Manager recommended adoption of Ordinance 11-1357 on second and final reading. Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 11-1357. No one came forward. Mayor Glancy closed the public hearing relative to Ordinance 11-1357. MOTION: Commissioner Solomon moved to approve and adopt Ordinance 11-1357 on second and final reading, as presented. Motion was seconded by Commissioner Hufford. Motion carried unanimously by voice vote 5 - 0. B. Second Reading of Ordinance 11-1352 - Amendment to ULDR Article IV, Building Code, Providing a New Section with Criteria for Condemnation and Demolition (LPA 11-08) The City Clerk read Ordinance 11-1352 by title as follows: "AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, PROVIDING A NEW SECTION TO THE CITY OF CASSELBERRY CODE, PART HI, CHPATER 1, ARTICLE IV, BUILDING CODE, SECTION 7, "CESSATION OF WORK/EXPH2EATION OR CONDEMNATION AND DEMOLITION OF BUILDINGS OR STRUCTURES THAT HAVE NOT BEEN COMPLETED TO DO CESSATION OF CONSTRUCTION OR EXPIRATION OF A BUILDING PERMIT; PROVIDING A PROCESS FOR CONDEMNATION AND DEMOLITION OF BUILDINGS, STRUCTURES OR PORTIONS THEOF DUE TO CESSATION OF CONSTRUCTION OR EXPIRATION OF A BUILDING PERMIT; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE."
