F. Resolution 11-2278 - Cit~,ger Lien Waiver/Reduction Authorization "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, PURSUANT TO ITS HOME RULE POWERS, DELEGATING AUTHORITY TO THE CITY MANAGER TO NEGOTIATE CODE ENFORCEMENT LIENS AND TO EXECUTE SATISFACTIONS OR RELEASES OF CODE ENFORCEMENT LIENS; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." Introduction: Resolution 11-2278 provides for granting the City Manager the authority to negotiate and compromise code enforcement liens, and to thereafter execute satisfactions or releases of code enforcement liens. This will allow for a more expedited review and approval process for lien releases or satisfactions to allow foreclosed properties with City liens to be sold, occupied and remediated. The City Commission stated at their June 13, 2011 workshop that they were in favor of delegating the City Manager the necessary authority to deal with code enforcement issues more quickly. Budget Impact: This item does not impact the City's budget. Recommendation: The City Manager and the Community Development Director recommended approval of Resolution 11-2278. G. Resolution 11-2279 -Declaration of Surplus Property at 1037 Bluebell Drive "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, DESIGNATING CERTAIN REAL PROPERTY AS SURPLUS" TO ENABLE THE SALE OF SAID PROPERTY; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." Introduction: Resolution 11-2279 declares City-owned property located at 1037 Bluebell Drive as "surplus" property. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended approval of Resolution 11-2279.
