CASSELBERRY CITY COMMISSION <br />Minutes of July 11, 2011-Regular Meeting <br />Page 11 of 14 <br />PROVISION OF NOTICE THEREOF; PROVD)ING FOR CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE." <br />Staff Presentation: Mr•. Mark Gisclar, Public Works Director, stated Resolution 1102285 provides for• <br />consideration of the StY•eet Lighting Preliminary Rate Resolution for the implementation ofthe Street Lighting <br />Service Assessment for fiscal year 2011-2012. In 2009, the City of Casselberry adopted Ordinance 09-1301, <br />the Master Capital Project and Service Assessment Ordinance, that set the guidelines for the implementation of <br />a special assessment in accordance with Florida Statutes. As part of the process established in Ordinance 09- <br />1301, the City must adopt a Preliminary Rate Resolution each year a street lighting service assessment is <br />considered. Resolution 11-2285 delineates the assessment area, estimates the street lighting costs, and outlines <br />the methodology used for determining the assessment to properties based on the benefit received, establishes a <br />public hearing for final approval, and states the collection method. The Street Lighting Assessment is <br />structured to fiord the costs of operating and maintain the street lights along the commercial and non- <br />commereialcorridors, the cost to fiord the addition of approximately 25 street lights per year, and to recuperate <br />expenses associated with the implementation of the assessment. Public Works will implement the installation <br />of 23 new street lights in Fiscal Year 2011-2012 to complete the planned installation of 75 new street lights <br />over the three year period. The rates remain unaltered fi•om the original assessment adopted in 2009. <br />Budget Impact: This item has no impact to the City Budget. <br />Recommendation: The City Manager and the Public Works Director recommended approval of Resolution <br />11-2285. <br />Audience Input: The following individual came forward to address Resolution 11-2285: <br />1) Mr. John Casselberry, 700 South Lost Lake Lane, stated he thought the City should consider <br />utilizing mercury vapor lightings because they seem brighter. <br />MOTION: Commissioner Solomon moved to appl•ove Resolution 11-2285 as presented. <br />Motion was seconded by Commissioner Hufford.
