Mr. Luis Cruz, Park Development/Facilities Managerforthe <br />City of Casselberry, provided a PowerPoint Presentation for the ball field lights at Wirz Park (a copy is attached and made <br />a part of the minutes). <br />Mr. Bob DeCouto, Musco Lighting, came forward. Mr. DeCouto stated they are required to meet specific <br />standards from the Illuminating Engineer Society (IES). He explained that the taller poles reduce the light spill to the <br />adjoining properties and provides glare control. <br />Mr. Cruz continued reviewing his PowerPoint presentation, A brief discussion ensued regarding changes to the <br />2014 lighting regulations. Mr. DeCouto stated the changes in lighting regulations would not apply to sports field lighting. <br />Mr. Eric Raasch, Planner, reviewed the background information and the analysis of the request, provided in his <br />memorandum to the Board of Adjustment, dated May 20, 2011. Mr. Raasch reviewed a PowerPoint Presentation (a copy <br />of the presentation is attached and made a part of the minutes). <br />Mr. Raasch stated that the variance application meets all of the six criteria for granting the variance; therefore, <br />City staff supports the request. He said if the Board of Adjustment chooses to grant the variance requested for BA 11-03 <br />for the property located at 806 Mark David Boulevard, to allow for 60.0 foot high light pole structures in lieu of the <br />maximum 20.0 foot high light pole structures allowable for specialty fields, the motion should be based upon the staff <br />report dated May 20, 2011, the Board of Adjustment's findings of fact and conclusions, the property lighting plan <br />(Attachment D in the staff report), and the following conditions: <br />1. The variance shall only pertain to Wirz Park, located at 806 Mark David Boulevard. <br />2. A building permit for the structure shall be obtained from the City's Building Safety Bureau priorto the <br />construction and installation of the light poles. <br />3. The light poles shall meet all other site development criteria at the time of permitting. <br />4. All of the above conditions shall be fully and faithfully executed or the variance shall become null and <br />void. <br />In response to the Board's question, Mr. Raasch stated that the residents located within 500 feet of the park <br />were notified by mail. He said he received a few phone calls regarding the notification mailed to the residents. He said <br />he explained the variance and no one spoke for or against the variance request. <br />
