Community Redevelopment Agency
April B, 2011
Page 6
Mr. Lander said based on some of the remarks made, it didn't seem as if the City Center was a priority for
the CRA and if that is the Board's view, the City Commission needs to be made aware of that. He felt that all the
Commissioners wanted some type of Civic Center. He said the Civic Center does not have to be constructed on the
14 acre site but on another parcel within the CRD.
Mr. Lander stated that the CRA Plan Update shows more expenses than revenue. Mr. Lander suggested
when requesting the CRA extension from the County it should state what the City expects based on its priorities to
accomplish and also show the extra tax revenue.
Mr. Lander said he didn't see anything on annexation efforts. He said there are properties adjacent to the
CRD that could be annexed into the City. He suggested the Board consider what efforts are put forth from an
annexation standpoint.
Mr. Lander said he was a representative on the City/County Advisory Committee for three years along with
Ms. Doerner and items regarding sports came up many times as part of their discussions. Mr. Lander said he was
not in support of a sports facility. He said that Seminole County wants more sports and they think it is a great
economic indicator. Mr. Lander felt it is about filling rooms and Casselberry has no rooms to fill. Mr. Lander said that
a sports facility would need to be public/private. He said you would need to get the hotels in Altamonte Springs to
support the project. Mr. Lander felt the City would not receive the benefits from a sports facility.
Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry
expressed a concern that a map of the Seminole County CRA that was used at a County Commission meeting did
not identify the City of Casselberry's CRA boundaries. A general discussion ensued regarding the County and City's
CRA boundaries.
Mr. Casselberry said the CRA, as a tax collection agency, could provide tax credits for the CRA side of new
construction for a specific time period. He said that may influence development along Highway 17/92. The Board
stated that Lake County and Osceola County have waived all impact fees for one year.
Mr. Casselberry felt road improvements to the County side of Oxford Road would improve traffic circulation.
Eighth Item of Business: Adjournment
There being no further business to come before the Board, the meeting was adjourned at 11:18 a.m.
