Community RedevebpmentAgency <br />April 8, 2011 <br />Page 4 <br />Mr. Martin stated that he would make the necessary revisions to the CRA Plan and a draft version would be <br />provided to the Board for review at the June CRA meeting. He said the CRA Board could then meet with the City <br />Commission to discuss the CRA Plan Update. He said the CRA Plan Update would require public hearings for <br />approval and adoption. <br />Mr. Martin stated that the City Commission is holding a Retreat on April 30, 2011 and the CRA is on the <br />agenda for discussion. He invited the CRA Board members to monitor the Retreat. <br />Fifth Item of Business: Director's Report <br />Target Outparcels' Update <br />Mr. Martin stated that staff met with the property owners for the Bennett Auto Part's site (old NAPA location). <br />He said the discussions included combining that parcel with the Target outparcels and closing Melody Lane. Mr. <br />Martin stated staff would follow up with the owner. Mr. McGregor estimated that the CRA invested $13 per square <br />foot for the three CRA owned parcels and he wanted the CRA to recoup at least that much for the sale of the parcels. <br />A brief discussion ensued regarding the City providing a letter that the road would be contributed without <br />restriction. Mr. Martin stated that a letter was not necessary for an abandoned right of way. He said the property is <br />divided from the center line to the two adjacent parcels. <br />Mr. McGregor stated he never received the conceptual drawings for the Target outparcels. Ms. Lynch <br />stated that she emailed him a copy. <br />In response to the Board's question, Ms. Lynch stated that a Phase 1 Assessment has been completed and <br />the site has been approved for a Phase II Assessment which is the onsite sampling. She explained if the sampling <br />cannot be done because the underground storage tanks are in the way, the grant would pay for the removal of tanks. <br />She said staff is trying to get the tanks removed under the grant program. <br />A brief discussion ensued regarding the surveys for the three parcels. Mr. Martin stated the Mr. John <br />Grossman is reviewing the information on the Target outparcels. <br />He said staff met with Mr. Bill McDermott, Ms. Sharon Sears, Convention Visitors Bureau Director, and Mr. <br />Danny Trossett, Sports Marketing Director for the County, to discuss the City's idea for an indoor sports facility. Mr. <br />Martin said they were excited about the sports facility concept and explained that the County has adopted an <br />
