Mr. Raasch said Staff requests the Planning and Zoning Commission provide a favorable <br />recommendation to the City Commission to amend the City of Casselberry Code of Ordinances, Part III, Unified Land <br />Development Regulations, Article XVI, Chapter III, Performance Criteria, Section 3-16.2, Definitions, and Section 3- <br />16.8, Prohibited Signs; prohibiting the use of commercial mascots and human commercial message signs. <br />A general discussion ensued regarding high school students conducting car washes, special events <br />requirements and enforcement of the code, <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. <br />Casselberry said a sign is a sign and it didn't matter if a person or a post was holding up the sign. He said the signs <br />seem to have the same type of advertising that would be placed on a store front and suggested that it should be <br />regulated similar to that. He also stated that they should not block the sidewal{<. <br />The Commission expressed a concern that a property owner would be assessed fines and not the business <br />owner. Mr. Raasch stated that he would contact Code Enforcement and report back to the Commission at the next <br />meeting with that information. <br />Mr. Parkhurst asked for a motion to address LPA 10-12. Mr. Aramendia provided a favorable <br />recommendation for LPA 10-12, Commercial Mascots and Human Commercial Message Signs to the City <br />Commission based on staff memo dated October 1, 2010 as presented. Mr. Bakalla seconded the motion.
