during years which historically have a higher voter turnout; and <br />WHER AS, the City Commission finds the additional expense incurred bythe City of <br />Casselberry for elections held inodd-numbered years to be inappropriate, particularly given <br />the historically low turnout of voters; and <br />WH R AS, in accordance with Casselberry Charter Article IV, Section 10, City <br />Commission members currently serve three (3) year terms; and <br />WHE AS, given the currentthree (3) year City Commission term setforth in the City <br />Charter, it is not possible to hold all elections of City Commission members during even <br />numbered years to coincide with Florida gubernatorial and United States presidential <br />elections; and <br />WHEREAS, in order to hold all regular City Commission elections to coincide with <br />Florida gubernatorial and United States presidential elections, the City Commission finds it <br />is in the best interest of the City to change the Mayor and City Commission memberterms to <br />four (4) years (even numbered years) and to immediately increase the Mayor and all City <br />Commission member terms to four year terms effective November 7, 2000; and <br />WHEREAS, the City Commission for the City of Casselberry desires to place the <br />proposed referendum question on the ballot to be submitted to the City electorate for its <br />consideration and final approval or disapproval at the general election to be held on <br />November 7, 2000; and <br />WH EAS, the City Commission finds this Ordinance to be in the best interests of the <br />citizens of Casselberry. <br />Ordinance No. 00-990 <br />Page 2 of 6 <br />
