interfere with the decision malting process, disrupt the meeting, or to act as more than <br />spectators. Public input and participation is encouraged during the Citizens' <br />Comments portion of the agenda. <br />b. While the Commission is in session, those in attendance shall not, by conversation or <br />otherwise, delay or interrupt the proceedings nor the peace of the Commission and <br />shall obey all orders of the Commission or the Mayor ~+~ rr°~;,a;.,,~ °~~°°•• The <br />Manor; ~•°~_a~o ~ f~~°r shall preserve strict order and decorum at all meetings. <br />c. The purpose of the City Commission public meeting is to discuss official City <br />business and proper decorum must be displayed by all in attendance. <br />Consequently, during the Commission meeting, the City Commission shall not <br />hermit a__personally abusive attack upon any person during debate or public <br />discussion. Nothing herein is intended to limit or restrain negative, positive or <br />neutral comment about the manner in which an individual employee, officer, or <br />Commission Member carries out his or her duties in public office or <br />employment. <br />d. Conduct contrary to the normal presentation of business during a Commission <br />meeting which disturbs or interrupts the orderly process of the proceeding is a <br />disturbance. No speaker shall make any slanderous or profane remark which <br />disturbs, disrupts or otherwise impedes the orderly conduct of any Commission <br />meeting. No person in the audience at a Commission meeting shall engage in <br />disorderly conduct, including the utterance of threatening or abusive language, <br />whistling or stomping of feet, applause or any other act which disturbs, disrupts, <br />or otherwise impedes the orderly conduct of any Commission meeting or any <br />speaker's presentation. <br />e. Any person who engages in disruptive conduct which impedes the orderly <br />conduct of any Commission meeting shall, at the discretion of the Mayor or a <br />maiority of the Commission, be barred from spearing further to that item. <br />f. The rules of decorum shall be enforced in the following manner: <br />1. Warning. The Mayor shall request that a person who is breaching the rules <br />of decorum be orderly and silent. <br />2. If, after receiving a warning from the Mayor, a person persists in disturbing <br />the meeting, the Mayor shall order him/her to leave the Commission meeting. <br />3. If such person does not remove him or herself, the Mayor may request the <br />City Manager to order any law enforcement officer who is on duty to remove <br />that person from the Commission Chambers. <br />
