First Reading of Ordinance 09-1308 - Electronic Campaign Treasurer Finance <br />Report Filing <br /> <br />The City Clerk read Ordinance 09-1308 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 2, <br />ARTICLE II, SECTION 2-35 ELECTION PROCEDURES, OF THE CITY OF CASSELBERRY <br />CODE OF ORDINANCES; REQUIRING THAT ALL CANDIDATES IN MUNICIPAL ELECTIONS <br />FILE CAMPAIGN FINANCE REPORTS ELECTRONICALLY WITH THE SEMINOLE COUNTY <br />SUPERVISOR OF ELECTIONS IN ADDITION TO FILING AN ORIGINAL PAPER COPY WITH <br />THE CITY'S FILLING OFFICER, THE CITY CLERK; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, CODIFICATION AND AN EFFECTIVE DATE." <br /> <br />Staff Presentation: Ms. Barbara Lipscomb, City Manager, stated Ordinance 09-1308 provides for the <br />requirementthat all candidates running for municipal office within Casselberry must electronically file their <br />campaign finance reports using the Seminole County Supervisor of Elections Office "Online Treasurer <br />Reporting System" in addition to filing an original paper copy with the City Clerle Ifpassed on first reading, <br />Ordinance 09-1308 will be scheduled for second reading and public hearing on December 14, 2009. If <br />adopted, this ordinance will be ineffect for any candidates running in 2010. <br /> <br />Budget Impact: This item has on impact to the City's budget. <br /> <br />Recommendation: The City Manager and the City Clerk recommended approval of Ordinance 09-1308 on <br />first reading. <br /> <br />Audience Participation: The following individuals came forward to address Ordinance 091308: <br /> <br />1) Mr. James Fraleigh, 1290 Seminola Boulevard, spoke in opposition to Ordinance 091308. <br /> <br />2) Mr. John Casselberry, 700 South Lost Lake Lane, stated he did not have enough information about the <br />subject to support the ordinance. <br /> <br />MOTION: <br /> <br />Vice Mayor Hufford moved to approve Ordinance 09-1308 on first reading, as <br />presented. Motion was seconded by Commissioner Miller. <br /> <br />DISCUSSION: Commissioner Miller spoke in favor of Ordinance 09-1308 stating it will create more <br />transparency. Mayor Glancy spoke in favor of Ordinance 09-1308 stating it will <br />make the treasurer report process more efficient. <br /> <br />Motion carried unanimously by voice vote 5- O. <br />
