Minutes of October 12,2009 - Regular Meeting <br /> <br />MOTION: <br /> <br />Vice Mayor Hufford moved to approve the minutes of the September 28,2009 <br />Workshop and the October 12,2009 Regular meeting as presented. Motion was <br />seconded by Commissioner Solomon. Motion carried nnanimously by voice <br />vote 5 - O. <br /> <br />6. PRESENTATIONS/COMMENDATIONS <br /> <br />A. SEMINOLE COUNTY HEALTH DEPARTMENT HINI (SWINE FLU) <br />PRESENTATION <br /> <br />Mr. Michael Napier, Seminole County Health Department Director, gave a presentation on the HINl virus. A <br />copy of the presentation is attached to and made a part of these minutes. <br /> <br />7. CITIZENS' COMMENTS <br /> <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy reiterated the rules of <br />decorum. The following individuals came forward: <br /> <br />1) Mr. James Fraleigh, 1290 Seminola Boulevard, voiced concerns regarding the Mayor's statement made at <br />the October 1 ih meeting that his comments were slanderous. Mr. Fraleigh reiterated his concerns about the <br />investigation relating to a traffic accident he was involved in, as well as the Police Department's internal <br />investigation of complaints made by Mr. Fraleigh. Mayor Glancy stated Mr. Fraleigh was out of order and <br />asked him to be seated. Mayor Glancy stated for the record that Mr. Fraleigh has presented his case to the <br />Seminole County State Attorney's Office, the Florida Department of Law Enforcement, the Florida Attorney <br />General's Office and the Governor's Office. The review of Mr. Fraleigh's complaint did not yield and cause to <br />initiate an investigation against the Police Chief, any members of the Casselberry Police Department, or any <br />other employees. Mayor Glancy stated furthermore, Mr. Fraleigh had his day in court and his traffic charge <br />was sustained by the Court. Mayor Glancy reiterated a statement previously made at the October 1 ih meeting <br />that if Mr. Fraleigh slanders any employees falsely, he will be asked to sit down. <br /> <br />2) Mr. John Casselberry, 700 South Lost Lake Lane, voiced concerns regarding the computer purchases and <br />utilization of state contracts. Mr. Casselberry also voiced concern regarding the ratification ofthe Community <br />Development Director being placed on the Consent Agenda and stated he felt it should be placed on the <br />Regular Agenda. <br /> <br />3) Mr. Craig Tull, 420 Ranch Trail, stated he reviewed the computer purchase information on the Consent <br />Agenda and felt that the contract prices were not overpriced, but noted some off brand name systems can be <br />purchased for lower prices. <br />
