Mr. Fraleigh concluded his comments <br />by requesting that a thorough unbiased investigation be conducted and further requested implementation of a <br />citizen review board for these matters. <br /> <br />2) Ms. Lisa Hart, 161 South Triplet Lake Drive, voiced concerns regarding code enforcement activities and <br />complaints initiated by Commissioner Doerner associated witlher property. Ms. Hmi stated that she found <br />five recreational vehicles the same size as her recreational vehicle within a two mile radius of her home, but no <br />one at those locations have received a notice of code violation. Ms. Hart requested that the allowable length <br />for recreation vehicles be increased from 32 feetto 38 feet in order for her to be able to park the vehicle on her <br />property . <br /> <br />3) Mr. John Casselberry, 700 South Lost Lake Lane, stated it was his understanding that 80% of the code <br />violations were initiated by the code enforcement officers and not from citizen complaints. Mr. Casselberry <br />stated he felt that was an excessive propoiion. <br /> <br />No one else requested to be recognized during Citizens' Comments.. <br /> <br />8. CONSENT AGENDA <br /> <br />A. Special Invoice Report <br /> <br />Introduction: The Special Invoice Report policy was adopted by the Commission to stream line the financial <br />process for approval of certain invoices, awards of bids, initial contracts and change orders on a project in <br />excess of 5% of the total project. The following item has been reviewed by the affected departments and is <br />being presented for approval: <br /> <br />Fisher & Phillips LLP <br />. City Labor Attorney Sffvices for June 2009 <br />Invoice No. 22751-568692 <br /> <br />$1,540.00 <br /> <br />B. Use of State Law Enforcement Trust Funds for Narcotics Overdose Prevention and <br />Education Program (NOPE) and Related Budget Amendment #09-041 <br /> <br />Introduction: This items seeks City Commission approval for the use of $2,214.88 from the State Law <br />Enforcement Trust Fund (forfeiture fund), to be applied toward the costs associated with the Narcotics <br />Overdose Prevention and Education (NOPE) Program, and related Budget Amendment #0'Xl41. <br /> <br />BA #09-041 <br /> <br />Explanation of Request: The Florida Contraband Forfeiture Act requires that the City donate a portion of the <br />monies seized through State forfeiture to organizations that provide education aimed at the prevention of drug <br />and alcohol abuse. The Narcotics Overdose Prevention and Education (NOPE) Program provides such <br />education and training. <br />
