<br />CASSELBERRY CITY COMMISSION <br />Minntes of August 10, 2009- Regular Meeting <br />Page 2 of 15 <br /> <br />4. ROLL CALL <br /> <br />The City Clerk called the rol of Elected Officials. All were present. <br /> <br />5. MINUTES <br /> <br />No minutes were presented for consideration. <br /> <br />6. PRESENTATIONS/COMMENDATIONS <br /> <br />A. MAYOR'S PROCLAMATION - CENTRAL FLORIDA INTERNATIONAL <br />BLACK WOMEN'S CONGRESS <br /> <br />Mayor Glancy presented Ms. Carol Tucker, member of the Board of Directors for the Central Florida Chapter <br />InternationalBlack Women's Congress, with a proclamation recognizing the organization's Sixteenth Annual <br />Women's Health Conference on August 14- 15,2009. Ms. Tucker accepted the proclamation on behalf of <br />Ms. Reginia Miller, President of the Central Florida Chapter, who was unable to attend the meeting. The <br />business office of Central Florida Chapter International Black Women's Congress is located in the City of <br />Casselberry. <br /> <br />B. MAYOR'S PROCLAMATION & PRESENTATION - 2010 CENSUS <br /> <br />Mayor Glancy presented Mr. Jose Mmiinez of the U.S. Census Bureau, with a proelamation supporting <br />dissem inating information to encourage participation in the 2010 Census. Mr. Martinez gave a brief <br />presentation regarding 2010 Census. <br /> <br />7. CITIZENS' COMMENTS <br /> <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may requestto be recognized during Citizens' Comments. The following individuals came forward: <br /> <br />1) Mr. James Fraleigh, 1290 SeminolaBoulevard, reiterated his concerns aboutthe investigationrelatingto a <br />traffic accident he was involved in, as well as the Police Depatiment's internal investigation of complaints <br />made by Mr. Fraleigh, and the information provided to him by the Police Department in response to his recent <br />public records request. Mr. Fraleigh voiced concerns regarding comments made by ChiefRuf at the July 27, <br />2009 City Commission meeting in reference to his traffic accident and related matters. Commissioner Miller <br />called a point of order for speaker disruption of the order of the meeting because Mr. Fraleigh continued <br />making accusations regarding the character of the Police Chief and other Police Department personnel. The <br />City Attorney stated there were liabilities attached to the kind of accusations being made by Mr. Fraleigh and if <br />the Commission believed the current discussion was disruptive to the order of the meeting, the speaker could <br />be asked to change the subject of discussion. The City's policy also provides that if the speaker persisted with <br />the disruptive discussion, then he could be asked to sit down. Mayor Glancy stated Mr. Fraleigh had exceeded <br />
