<br />CASSELBERRY CITY COMMISSION <br />Minutes of March 9, 2009 - Regular Meeting <br />Page 10 of 15 <br /> <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 09-127S was published in <br />the Orlando Sentinel on February 22, 2009 and March 1, 2009. <br /> <br />Staff Presentation: Mr. Gerald Paradise, Community Development Director, stated Ordinance 09-127S <br />provides for annexation of a parcel ofland and residential structure at 9S 8 Laura Street, east ofU. S. Highway <br />17-92. The lands to be annexed consist of approximately .44 acres which are adjacent and contiguous to the <br />City limits, will not create an enclave, is reasonably compact, is in an urban area as defined in the criteria <br />and meets the statutory requirements for annexation as established in Chapter 171, Florida Statutes. The <br />subject property has a Seminole County future land use designation of Low Density Residential and R-IA <br />(Single Family) zoning designation. The City Commission passed Ordinance 09-127S on first reading on <br />February 23, 2009. <br /> <br />Budget Impact: The subject property is valued at $S2,128 and currently provides $23S in County property <br />taxes. The subject property will provide $2SS in City property taxes and an estimiated $93S total fiscal <br />impact as currently developed. <br /> <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 09-127S on second reading. <br /> <br />Public Hearing: No one came forward to address Ordinance 09-127S. <br /> <br />MOTION: <br /> <br />Commissioner Solomon moved to approve Ordinance <br />09-1275 on second reading as presented. Motion was <br />seconded by Vice Mayor Hufford. Motion carried <br />unanimously by voice vote 5 - O. <br /> <br />E. Second Reading of Ordinance 09-1276 - Voluntary Annexation 0[350 Anchor Road <br /> <br />The City Clerk read Ordinance 09-1276 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO <br />VOLUNTARY ANNEXATION; MAKING FINDINGS; ANNEXING TO AND <br />INCLUDING WITHIN THE CORPORATE LIMITS OF THE CITY OF CASSELBERRY, <br />FLORIDA, CERTAIN LANDS LOCATED IN SECTION 07, TOWNSHIP 21, RANGE 30; <br />REDEFINING THE CORPORATE LIMITS OF THE CITY OF CASSELBERRY, <br />FLORIDA; PROVIDING FOR THE INTERlMPROVISION OF LAND DEVELOPMENT <br />REGULATIONS; PROVIDINGTHA T CERTAIN COUNTY LICENSEES FOLLOWING <br />THEIR BUSINESS, TRADE OR PROFESSION WITHIN THE LANDS TO BE <br />ANNEXED MAY CONTINUE TO FOLLOW SUCH BUSINESS, TRADE OR <br />PROFESSION THROUGHOUT THE ENTIRE CORPORATE LIMITS WITHOUT THE <br />NECESSITY OF FURTHER QUALIFICATION THEREFORE; PROVIDING THAT <br />EFFECTIVE IN ACCORDANCE WITH LAW THE TO BE ANNEXED SHALL BE <br />ASSESSED FOR PAYMENT OF MUNICIPAL AD VALOREM TAXES; DIRECTING <br />THE CITY CLERK TO FILE CERTIFIED COPIES OF THE ORDINANCE WITH THE <br />
