Motion was seconded by Vice <br />Mayor Hufford. Motion carried unanimously by voice <br />vote 5 - O. <br /> <br />11. RESOLUTIONS <br /> <br />A. Resolution 09-2000 - Casselberry Family Pre-Annexation Agreement <br /> <br />The City Clerk read Resolution 09-2000 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING AND AUTHORIZING THE EXECUTION OF A PRE- <br />ANNEXA TION AGREEMENT BETWEEN THE CITY OF CASSELBERRY AND <br />RICHARD, DONNA, LEONARD, AND MARGARET CASSELBERRY; PROVIDING <br />FOR ANNEXATION AND FUTURE LAND USE /ZONING DESIGNATIONS OF SAID <br />PROPERTIES; PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE <br />DATE." <br /> <br />Staff Presentation: Mr. Gerald Paradise, Community Development Director, stated Resolution 09-2000 <br />provides for a pre-annexation agreement with Richard, Donna, Leonard, and Margaret Casselberry which <br />provides criteria for fifteen properties to be annexed into the City, and also includes proposed amendments <br />to the future land use/zoning designations for six properties that are currently within the City limits. Mr. <br />Paradise distributed copies of the agreementto the City Commission which contained the following revision: <br /> <br />Page 2, Section 2. Conditions of Annexation. The Property owners have sie:ned the <br />attached "V oluntal'V Annexation" Ae:reements for the fifteen pro{Jerties to be annexed <br />into the City. which are herein attached as an Exhibit and become {Jart of this <br />ae:reement. In the event the Properties are annexed into the CITY, the annexation shall be <br />subject to the conditions and stipulations set forth herein below, and this AGREEMENT <br />shall be deemed incorporated into and shall become a part of the CITY'S ordinance <br />annexing the Properties in the CITY (the "Annexation Ordinance".) <br /> <br />Ms. Pamela Lynch, Economic Development Coordinator, stated the fifteen parcels comprise approximately <br />55 acres and redevelopment of the existing and proposed properties to be annexed will provide increased tax <br />revenue to the City in the future, as well as benefit the property owners. The properties currently in the City <br />located adjacent to Belle Avenue and the Northeast Industrial Park Area will receive a future land use/zoning <br />change from mobile home/residential to industrial/commercial. The properties will be allowed to continue <br />as non-conforming uses until the time that they are redeveloped. <br /> <br />Budget Impact: This item has no impact to the budget.
