The moratorium will provide staff with an opportunity to work with other jurisdictions to study the issue comprehensively and determine appropriate requirements to regulate these uses. Additionally, the one year moratorium may give the State sufficient time to set up their required Prescription Drug Monitoring (PDMP) program. Budget Impact: This item has no impact on the City Budget. Recommendation: The City Manager and the Community Development Director recommended approval of Ordinance 11-1344 on first reading. Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 11-1344. The following individual came forward: 1.) Mr. John Casselberry, 700 South Lost Lake Lane, voiced concerns about the ordinance if it places a moratorium on urgent care facilities such as a Centra Care opening. No one. else came forward. Mayor Glancy closed the public hearing relative to Ordinance 11-1344. MOTION: Commissioner Hufford moved to approve Ordinance 11-1344 on first reading, as presented. Motion was seconded by Commissioner Solomon. DISCUSSION: The City Attorney suggested eliminating "or major credit card" from the definition of Cash Only Pharmacies located in Section 3 of Ordinance 11-1344. The Commission agreed to the modification of the definition of Cash Only Pharmacies. AMENDED MOTION: Commissioner Hufford moved to approve Ordinance 11-1344 on first reading, as amended. Motion was seconded by Commissioner Solomon. Motion carried unanimously by voice vote 5 - 0. D. First Reading of Ordinance 11-1345 -Amendment to ULDR Section 3-14.8, Tree Replacement Reduirements The City Cleric read Ordinance 11-1345 by title as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF CASSELBERRY CODE OF ORDINANCES, PART III, UNII'IED LAND DEVELOPMENT REGULATIONS, SECTION 3-14.8, "REPLACEMENT REQUIREMENTS" OF ARTICLE XIV, "TREE PROTECTION", CHAPTER IH, "PERFORMANCE CRITERIA", TO INCLUDE DEAD TREES ON UNDEVELOPED COMMERCIAL PROPERTIES, EXCLUDING TREES THAT HAVE BEEN INTENTIONALLY DAMAGED; PROVIDING FOR SEVERABILITY, CODIFICATION, CONFLICTS, AND EFFECTIVE DATE." Staff Presentation: Mr•. Eric Raasch, Planner, requested the first reading of Ordinance 11-1345 be continued in order for the required notice of public hearing to be advertised.
