Motion was seconded by Commissioner Doerner. <br />Motion carried unanimously by voice vote 5 - 0. <br />10. F'IIZ A ING F INACES <br />A. First Reading of Ordinance 10-1337 -Annexation of Anchor Road Area <br />The City Clerk read Ordinance 10-1337 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO <br />ANNEXATION; MAKIlVG FINDINGS; ANNEXING TO AND INCLUDING WITHIN THE <br />CORPORATE LIMITS OF THE CITY OF CASSELBERRY, FLORIDA, CERTAIN LANDS <br />LOCATED IN SECTION 07, TOWNSHIP 21, RANGE 30; AN AREA LOCATED ALONG ANCHOR <br />ROAD NORTH OF LOTUS LAKE DRIVE; REDEFINING THE CORPORATE LIMITS OF THE <br />CITY OF CASSELBERRY, FLORIDA; PROVIDING FOR THE INTERIM PROVISION OF LAND <br />DEVELOPMENT REGULATIONS; PROVIDING THAT CERTAIN COUNTY LICENSEES <br />FOLLOWING THEH2 BUSINESS, TRADE OR PROFESSION WITHIN THE LANDS TO BE <br />ANNEXED MAY CONTINUE TO FOLLOW SUCH BUSINESS, TRADE OR PROFESSION <br />THROUGHOUT THE ENTIRE CORPORATE LIMITS WITHOUT THE NECESSITY OF <br />FURTHER QUALIFICATION THEREFORE; PROVIDING THAT EFFECTIVE IN ACCORDANCE <br />WITH LAW THE AREA TO BE ANNEXED SHALL BE ASSESSED FOR PAYMENT OF <br />MUNICIPAL AD VALOREM TAXES; DIl2ECTING THE CITY CLERK TO FILE CERTIFIED <br />COPIES OF THE ORDINANCE WITH THE CLERK OF COURT AND THE SECRETARY OF <br />STATE OF THE STATE OF FLORIDA; AND PROVIDING FOR CONFLICTS, SEVERABILITY, <br />AND EFFECTIVE DATE." <br />Mayor Glancy excused hez•self azzd left the Comznissiozz Chazzzbers at 9:43 p, zzz. <br />Staff Presentation: Ms. Pamela Lynch, Economic Development Coordinator, stated Ordinance 10-1337 <br />provides for annexation of five (5) parcels located along Anchor Road, north of Lohts Lake Drive, comprising <br />approximately 2.22 acres of land. The properties are undeveloped as vacant and river/lake/submerged. <br />Annexation petitions for four of the properties were recorded in 2004, 2009, and 2010. Parce107-21-30-515- <br />0000-003A is included as an involuntary parcel. The stlbj ect properties are contiguous to the City limits to the <br />east, south and west. Properties to the north are in unincorporated Seminole County. The parcels are adjacent <br />to single family residential uses on the east and south, and industrial uses on the north and west. The subject <br />annexation will not create an enclave, is reasonably compact, and is in an urban area as established in Chapter <br />171, Florida Statutes. <br />Budget Impact: There is no impact to the City's Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Ordinance 10-1337 on first reading. <br />Mayor Glancy retzzrz~ed to the Commissiozz Chambers at 9:45 p, zn. <br />
