CIT'IZENS' C ENT'S <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward; <br />1) Mr. Tom Swartz, 806 Dogwood Drive, spoke in support of the art programs in Casselberry. <br />2) Mr. Calixto O'Neil, 891 Mango Drive, spoke in support of the art programs in Casselberry. <br />3) Mr. John Casselberry, 700 South Lost Lake Lane, voiced concerns regarding the degrading of asphalt <br />and suggested possible utilization of concrete for road srufacing. <br />No one else came forward. <br />~. Special Invoice Report <br />Introduction: The Special Invoice Report policy was adopted by the Commission to streamline the financial <br />process for approval of certain invoices, awards of bids, initial contracts and change orders on a project in <br />excess of 5% of the total project. The following item has been reviewed by the affected departments and is <br />being presented for approval: <br />Fisher & Phillips LLP <br />• City Labor Attorney Services for August 2010 $ 4,092.00 <br />Invoice No. 22751-624486 <br />Budget Impact: Funds for the City Labar• Attorney invoice are available in the FY 2010 Budget Account No. <br />001-0140-514-31.02. <br />Recommendation: The City Manager and staff recommended approval of the Special Invoice Repar•t. <br />B. Special Event Permit Application from CasselbelT~y Club <br />Introduction: Consideration of a permit application submitted by the Casselberry Rotary Club to allow for the <br />sale of alcoholic beverages during the "Celebrate Casselberry" event being organized by the Casselberry <br />Chamber of Commerce at Lake Concord Park on October 7, 2010 is requested. The Casselberry Rotary Club <br />has applied for and received a temporary 1-day permit as required by the State to sell alcohol for this event. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Administrative Services Director recommended approval of the <br />permit. <br />
