CASSI;LBIJRRY CITI' COMMISSION <br />Dlim~tes or September 27, 2010 -Regular Meeting <br />Page 11 or 19 <br />MOTION: Commissioner Hufford moved to approve Resolution 10-2179, as presented. <br />Motion was seconded by Commissioner Miller. Motion carried unanimously by <br />voice vote 5 - 0. <br />Mayor Glancy announced the City of Casselberry had adopted a property tax rate of 5.4500 mills as the final <br />operating millage rate for Fiscal Year 2010.- 2011. This rate is 11.44% lower than the rolled-back rate of <br />6.1539 mills. <br />B. Resolution 10-2180 -Adopted Operatin~~et for Fiscal Year 2010 = 2011 <br />The City Clerk read Resolution 10-2180 by title as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ADOPTING THE FINAL <br />OPERATING BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR <br />COMMENCING ON OCTOBER 1, 2010 AND ENDING ON SEPTERMBER 30, 2011; PROVIDING <br />FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 10-2180 and smnmary budget <br />were published in the Orlando Sentinel on September 23, 2010, in accordance with the "Truth in Millage" <br />(TRIM) legislation. <br />Staff Presentation: Mr. Randy Newlon, Finance Director, gave a presentation pertaining to both the final <br />operating millage rate and the final budget for Fiscal Year 2010-2011. A copy of the presentation is attached <br />to and made a part of these minutes. The City Commission held a public hearing and approved the tentative <br />operating budget on September 13, 2010. <br />Budget Impact: The tentative budget for Fiscal Year 2010 - 2011 for the City of Casselberry is $40,492,507. <br />Schedules summarizing the sources and uses by fund, a reconciliation of the differences between the proposed <br />budget and the tentative budget, and a summary of budgeted personnel by department are attached to and <br />made a part of these minutes. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 10- <br />2180. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Resolution 10-2180 to hear and consider <br />comments and questions regarding .the City's final operating for the coming fiscal year. The following <br />individual came forward: <br />1.) Mr. John Casselberry, 700 South Lost Lake Lane, stated he felt that eventually the County <br />and the city may have to transition to a fee based taxation for each public safety call far• <br />service. <br />No one came forward. Mayor Glancy closed the public hearing relative to Resohrtion 10-2180. <br />
