It was clarified that the additional minor revisions <br />would not be necessary to bring back to the Planning and Zoning Commission. <br />MOTION: Vice Mayor Solomon moved to approve Ordinance 10-1323 on fil•st reading, as <br />amended with the proposed changes to Policy FLU 1.22. Motion was seconded <br />by Commissioner Miller. Motion carl•ied unanimously by voice vote 5 - 0. <br />E. First Reading of Ordinance 10-1324 - SR 436 Future Land Use Map Amendments <br />(LPA 09-07~ <br />The City Clerk read Ordinance 10-1324 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY'S COMPREHENSIVE PLAN, BY AMENDING THE OFFICIAL FUTURE LAND <br />USE MAP DESIGNATION OF CERTAIN PROPERTIES ADJACENT TO THE STATE ROAD 436 <br />CORRIDOR TO THE MAJOR THOROUGHFARE MIXED USSE (MTMU) DESIGNATION; <br />PROVIDING FOR TRANSMITTAL OF THE PLAN AMENDMENT TO THE DEPARTMENT OF <br />COMMUNITY AFFAH2S; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 10-1324 was published in the <br />Orlando Sentinel on March 11, 2010. <br />Staff Presentation: Ms. Sandra Smith, Chief Planner, stated Ordinance 10-1324 provides for amendments to <br />the Future Land Use Map (FLUM) to provide increased development potential for selected properties located <br />on the State Road 436 corridor. The Planning and Zoning Commission recommended approval of the <br />proposed amendments at its February 24, 2010 meeting, including the removal of properties due to owner's <br />opposition. The proposed amendments were presented to the Planning and Zoning Commission on February <br />24, 2010. Those properties were eliminated from the maps and tables contained within the revised study <br />provided to the City Commission. Ms. Smith noted if approved on first reading, Ordinance 10-1324 will be <br />transmitted to the Department of Community Affairs (DCA) for their Objections, Recommendations, and <br />Comments (ORC) review. Upon satisfaction of DCA's review comments, the ordinance will be returned to the <br />City Commission for a second reading and public hearing. <br />Budget Impact: This item does not impact the City's Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Ordinance 10-1324 on first reading. <br />Public Hearing: A sign-in sheet was provided for anyone wishing to receive information updates regarding <br />the DCA review. The following individuals came forward to address Ordinance 10-1324: <br />1) Mr. John Casselberry, 700 South Lost Lake Lane, spoke in opposition to Ordinance 10-1324. <br />
