CASSI'JLBI;RRY CITY COMMISSION <br />Minutes of August 9, 2010 -Regular Meeting <br />Page 9 of 12 <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 10-1337 was published in the <br />Orlando Sentinel on July 14, 2010 and July 29, 2010. <br />Staff Presentation: Ms. Pamela Lynch, Economic Development Coordinator, Chief Planner, stated <br />Ordinance 10-1337 provides for annexation of Anchor Road area parcels north of Lotus Lake Drive (Parcel ID <br />07-21-30-515-0000-003D, Parcel ID 07-21-30-515-0000-003C, Parcel ID 07-21-30-515-0000-0030 and Parcel <br />ID 07-21-30-515-0000-003A) in the City of Casselbeliy. Annexation petitions for fotir of the properties were <br />recorded in 2004, 2009 and 2010 and are running with the properties. Parce107-21-30-515-0000-003A is <br />included as an involuntary parcel. The total five parcels comprise 2.22 acres of land. The subject properties <br />are located along Anchor Road north of Lotus Lake Drive and are contiguous to the City limits to the east, <br />south, and west, having residential uses on the east and south and industrial uses on the north and west <br />presently. The subject properties is an urban area as defined in the Florida Statutes, will not create an enclave, <br />is reasonably compact and meets the statutory criteria for annexation as established in Chapter 171, Florida <br />Statutes. Seminole County was notified of the annexation prior to July 26, 2010. The subject properties have <br />a Seminole Coiulty firture land use designation of Low Density Residential and an A-1 zoning designation. The <br />City Connnission approved Ordinance 10-1337 on first reading ari July 26, 2010. <br />Budget Impact: The subject properties are currently valued for taxing purposes at $31,591 taxable value and <br />currently provide $492 in County property tax. These parcels will provide $171.45 in City property tax, an <br />estimated $0 in annual stormwater fees, and $124.83 for the annual street lighting assessment. <br />Recommendation: The City Manager and the Colmnunity Development Director recommended approval and <br />adoption of Ordinance 10-1337. <br />Public Nearing: The following individual came forward to address Ordinance 10-1337: <br />1) Ml•. John Casselberty, 700 South Lost Lake Lane, inquired if one of the property owners, Ms. Janis J. <br />Colle, was still alive. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 10-1337. <br />MOTION: Commissioner Hufford moved to approve Ordinance 10-1337 on second and <br />final reading, as presented. Motion was seconded by Vice Mayor Solomon. <br />Motion carried unanimously by voice vote 5 - 0. <br />1®.
