ARTICLE 4
SERVICES TO THE UNION
4.1 The City agrees to furnish the Union officer, upon written request, a roster containing names
of all City employees within the unit, together with their grade, as same are current upon the date of
ratification of this Agreement. Further, the City agrees to provide the Union, upon request, a
supplement setting forth all deletions and additions to said list. The Union shall reimburse the City
for the costs of production. All requests for information by the Union shall be submitted to the
Personnel Department.
4.2 Upon request, the City will furnish the Union office with a current copy of all ordinances,
resolutions, and regulations affecting wages, hours, terms and conditions of employment as same are
current at the time of ratification of this Agreement. The Union will pay the City the standard rate of
copying for said documents.
4.3 City employees will be precluded from conducting official Union business during working
hours, excluding meal periods, and at any time in work areas.
4.4 Bargaining unit, members may donate, in increments of no less than two (2) hours, their
vacation time to Union Business Pool time account.
4.5 The Union shall be responsible for completing all forms necessary, at its costs, to enable the
City to properly charge donated time to the donating employee and to charge used time against the
Pool account.
4.6 The Union Business Pool time will be recorded as dollars in and dollars out.
4.7 Union representatives may be released from work and may use the Business Pool for the
purpose of Union business not to exceed a total off six (6) hours per month subject to work demands
and the supervisor's approval. The six (6) hours allowed for herein shall be a cap of six (6) hours for
all Union officers. That is, one officer may use one (1) hour or six (6) hours but no combination of
officials may collectively or individually exceed the six (6) hour cap. (Not to exceed three (3)
persons). There will be no more than a total of six (6) hours allotted for the entire Bargaining Unit as
a group. It is not an allotment of six (6) hours per official or per unit member per month.
Additionally, Union representatives will be released from work to attend scheduled contract
negotiations with the City and may use the Union Business Pool for said purpose. In no event shall
the Union representatives be released from duty with pay to conduct Union business or matters
related to Union business. However, in those months in which the parties are negotiating a successor
collective bargaining agreement, the Union business Pool described above shall be increased to a total
often (10) house.
4.8 The City shall deal with the Union only through its accredited officers and representatives.
However, nothing shall be deemed to prevent an employee from discussing his/her working
conditions with his/her supervisor, department head and/or HR department at appropriate times.
4.9 The Union shall notify the City, in writing, of its duly accredited officers and representatives
immediately upon the election or appointment of same. ~~
I ,r'
