Community Redevelopment Agency <br />November 12, 2010 <br />Page 6 <br />FYI ®Letter from City Manager to Acting County Manager re: extension of the CRA <br />Mr. Martin stated a copy of the letter that the City Manager sent to Seminole County regarding an extension <br />to the CRA term was included in the meeting packet. Mr. Martin stated that the Seminole County Commission <br />granted Oviedo the authority to create a new redevelopment agency. Ms. Lynch stated that the City of Sanford is <br />considering an extension to their redevelopment agency. Mr. Martin felt that development of the Lake Concord site <br />and the 15 acre project would benefit the City in the extension process. <br />Mr. Martin said that he is working on updating the CRA Plan and he would bring this item to the Board in <br />January to begin finalizing the update to the CRA Plan. He said that the updated CRA Plan could be included in the <br />discussions with the County regarding the extension of the CRA term. A general discussion ensued regarding the <br />procedure required to change the current boundaries within the Community Redevelopment District, Mr. Trueba <br />excused himself from the meeting at 10:25 a.m. <br />Eighth Item of Eusiness: ®ther Eusiness <br />There was no other business before the Board. <br />Ninth Item of Eusiness: Public Comments <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward, In response to Mr. <br />Casselberry's question, it was stated that the City owns both the Lake Concord and City Center property. He <br />questioned if there was a benefit to the CRA leasing the properties. Mr. Newlon explained that the land is not <br />pledged against the debt. He said the City is allowed to pledge its revenue streams from other sources against the <br />debt. He said the land could be disposed of but the debt would continue to exist, <br />Mr. Casselberry expressed a concern with the limitation of drive thru restaurants in the area. Mr. <br />Casselberry reviewed the flood elevations for Lake Concord and he didn't think it was necessary to build up the <br />elevation of the site. <br />There being no further business to come before the Board, the meeting was adjourned. <br />,,.. <br />~` ,~ ~ <br />Jdr D xon, Secretary <br />
