Planning & Zoning Commission/ <br />Local Planning Agency <br />September8, 2010 <br />Page 4 <br />Ms. Sandra Smith, Chief Planner, reviewed the information provided in her memorandum dated September <br />8, 2010 supported by a PowerPoint presentation, to the City of Casselberry Planning and Zoning Commission (a <br />copy is on file in the Community Development Department). Ms. Smith said the Planning Division Staff <br />recommended approval of the rezoning request for the thirteen City Center and Concord Center properties as <br />provided on Exhibit A to the ordinance for those properties located easterly of US Highway 17-92, from "CG" and <br />"PMX-H" to "PMX-Mid" based on the staff report dated September 8, 2010 and the following findings regarding the <br />rezoning: <br />1. It is consistent with the City's Comprehensive Plan. <br />2. It is consistent with the Major Thoroughfare Mixed Use (MTMU) Future Land Use Map designation. <br />3. It is compatible with the surrounding mix of zonings and land uses. <br />4. It will improve the economic redevelopment of the area and will increase property values, <br />A brief discussion ensued regarding site plan modifications for the minimum living area size requirements. <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry felt <br />that people did not want to live on the highway on a permanent basis. He recommended that staff contact the <br />appraisers that have prepared appraisals for the property to assist in determining the best designation for marketing <br />each property. Mr. Casselberry also recommended not rezoning land that was not upland above the 100 year flood <br />or whatever is typically allowed for a building. He also suggested that staff research the title of the land because he <br />was not sure if the city owned all the land involved in the rezoning. <br />After a brief discussion, Mr. Parkhurst asked for a motion to address ZB 10-02. Mr. Aramendia made a <br />motion to provide a favorable recommendation for ZB 10-02 to the City Commission based on the staff report dated <br />September 8, 2010 from Ms. Smith to the Planning and Zoning Commission as presented. Mr. Bakalla seconded the <br />motion. The motion passed unanimously by voice vote. <br />Sixth Item of Business: ®ther Business. <br />A discussion ensued regarding the November and December Planning and Zoning Commission meetings <br />for November and December. It was decided that the second meeting of each month would be cancelled with the <br />stipulation that a special meeting could be scheduled if needed. <br />
