In response to the Board's question, Ms. Strange said the proposed work would <br />start in approximately four weeks and the project would take a few weeks to complete. Mr. Jones made a <br />motion to approve the incentive grant request for Casselberry Patio Bar to be paid upon completion of the <br />work by September 30, 2010 in the amount of $3,500. Mr. Daigle seconded the motion. The motion passed <br />with a majority vote with Mr. Ritchie casting the dissenting vote. <br />Eighth Item of Business: ®irector's Report <br />Mr. Martin stated that the Brownfield Program is continuing forward. Ms. Lynch explained the <br />Brownfield Grant Program has a three year project timeline. She said it begins with evaluating sites <br />community wide and there are very specific requirements for monitoring. She said that the City is in the <br />process of doing a Request for Qualifications (RFQ) for consulting services. Ms. Lynch said she and Mr. <br />Martin will be attending the Brownfield Conference this month. <br />Ninth Item of (3usiness: Public Comments <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. <br />Casselberry felt that a flat span with more under supports would be a cheaper way to construct the flyover. <br />Mr. Daigle stated that the CRA has no control on how the flyover is constructed and he should contact <br />Florida Department of Transportation. Mr. Casselberry felt that until the flyover was budgeted and the bid <br />awarded the Board could discuss the flyover under theory as a discussion and design item. <br />Mr. Casselberry said there was a presentation for Estados 11 and there was discussion about <br />limiting drive-thru restaurants in the area adjacent to the restaurant. He said it didn't make sense to him <br />because the clientele for each restaurant is different.
