Community RedeveEapmentAgency 1 <br />October 9, 209 <br />Paget <br />bidding because Past Central Florida Regional Planning Council is with another governmental agency and Kimley Horn hs a <br />continuing services contract with the City. <br />F <br />r <br />Mr. Paradise explained that the US Highway 17-92 and State Road 436 flyover project has been postponed until <br />f <br />2025 due to the lack of funding availability. He said without any further assistance this creates a situation where the traffic <br />flows that exist in the intersection will continue to plague the community and the area for another 15 years. He said that there <br />are future ptans to redo portions of Interstate 4 and the traffic will most likely be diverted to the US Highway 17-92 corridor <br />causing traffic issues to the area. Mr. Paradise said the purpose of the studies are to evaluate traffrc impacts and benefit's of <br />alternative intersection designs on traffic flow through the US Highway 17-921State Road 436 intersection as well as the ability <br />to assist in economic redevelopment within the Community Redevelopment District. j <br />Mr. Paradise said if a plan is developed that brings forward economic development there is grant money available. <br />He said this study is intended to develop alternative interim intersection designs for the US Highway 17-921State Road ;436 <br />intersection that could improve the traffic functions, protect neighborhoods, retain and stimulate economic development, <br />create a place identity and influence Seminole County US Highway 17-92 mas#er corridor plan. He said the City would like to <br />partner with Seminole County on this endeavor. Mr. Paradise explained that FDOT has committed $18,000,000 in the <br />engineering and design of the iiyover, He said a plan is needed in order to change the process. He said this project will also <br />1 <br />analyze the economic impacts of the best alternative intersection design for US Highway 17-921State Road 436, <br />Mr. Paradise reviewed the three contracts (copies of the contracts are attached and made a part of the minutes). j He <br />stated that the East Central Florida Regional Planning Councii Study will analyze the economic impacts of the best alternaitive <br />intersection design for US Highway 17-921State Road 436 intersection. He said #hat contract is in the amount of X8,000. He <br />explained that Kimley-Horn will go forward with preliminary designs and conduct a charrette to choose the design that t~es# <br />meets the requirements of moving the traffic around this intersection. He said Kimley Horn's traffic projections will be bat ed <br />i <br />upon the Florida Department of Transportation (FDOT) requirements in regard to estimating future traffic counts. He said the <br />Kimely-Horn contract amount is X29,600. Mr. Paradise explained that Kimley Horn will take the selected design from the <br />charrette and meet with FDOT abng with representatives from the City to get their approval to move forward with regard ~o a <br />i <br />final plan that may save up to half the cost of the flyover. Mr. Paradise stated that the flyover is estimated at X200,000,000, <br />Mr. Paradise explained that cos# savings would allow Metro Plan to reallocate part of #hat money for the flyover project to o~her <br />
