<br />A Study of Alternative Designs <br />For The <br />US ~7~92 anti State RQUte 436 Xntersectzon <br />And <br />7Cheir Economic and Traffic Impacts. <br />For: The City of Casselberry <br />By: East Central Florida Regional Planning Council & Kiinley Horn Assoc. <br />Date: September 27, 2009 <br />T. OVERVIEW <br />US Route 17-92 bisects the city of Casselbexxy into east and west sides. The city has a 1,$ <br />mile long Coxxaxrxunity Redevelopment urea on both sides of US 17-92. The CRA <br />commercial corridor has been adversely affected by early acquisition of future FDOT road <br />right of way fox a planned US 17-92 flyocrer of SR 436. <br />The flyover of SR 43G is a high priority unfunded project in the I\~letroPlan Orlando 2030 <br />Long Range Transportation Plan, Tlus means that although die project is approved far <br />construction there are currently no funds for construction. <br />It is currently estitnated that the flyover ina}~ not be constructed until 2020-25, yet early right <br />of ~vay property acquisition has xesulted in loss of property ta:ces to the city= (and county), <br />and created a series of vacant properties that appear as blight iii the corridor, Tlvs <br />perception of blight and inactivity is now creating a domino effect with other businesses <br />losing customers and interest iii the area. <br />U5 17-92 is a six-lane high traffic corridor, with 2QQ7 FDOT official average daily volume <br />noxtli of 5R 436 of 52,000, and a level of service F at peak hours. As the only true parallel <br />reliever to I-4, it will be heavily impacted during the planned widening of T-4 in 2Q12. <br />SR 436 is a si.~:-lane high traffic corridor, with 2007 FDOT official average daily volume fast <br />of the US 17-92 intersection of 79,OQ0 and a level of service F at peak hours. <br />The intersection has a carnlained daily intersection volume exceeding 130,400 vehicles, and a <br />Level of service F at pear hours. <br />Casselberry wishes to investigate intersection alternatives for the period 2010-25 to improve <br />turning movements and flow while xeta_iEi:'tng viable commercial uses in the CRA and <br />xevitalizing those- CItA lands surrounding the intersection, If such improvements are <br />Casseiberry 17-92/43G In#ersection ,study v5 9 29 09 <br />
