Community Redevelopment Agency <br />February 12, 2090 <br />Page 3 <br />Fifth Item of Business: TIF Projections by Finance Director Randy Newton <br />Mr. Randy Newton, Finance Director, reviewed staff's memo dated February 12, 2010 That was included In <br />the meeting packet {a copy is on file in the Community Development Department}. He said that that tax increment <br />could drop in fiscal year 2011 to $689,243. Mr, Newton said that the City Commission`s annual retreat is scheduled <br />for February 20, 2010 and there will be more discussion of financial matters for the city at large. <br />Mr. Trueba excused himself from the meeting at 10;15 a.m. <br />Sixth item of Business: Director's Report: <br />Appraisal Report for Lake Concord Property <br />Discussion of Issues Related to khe Redevelopment & Marketing of <br />"Target" Outparcels <br />CRA Newsletter <br />Appraisal Report for lake Concord Property <br />Mr. Martin reviewed khe Director's Report dated February 12, 2014 (a copy is on file in the Community <br />Development Department), Mr. Martin stated that the Concord Center property appraised in December 2009 at X1,4 <br />million which represents a 34.5% decrease from the October 2008 appraisal. <br />Discussion of Essues Related to the Redevelopment & Marketing of "Target" Outparcels <br />Ms. Pamela Lynch reviewed the "Summary of the Target Outparcels" dated Fef}ruary 12, 2010 (a copy [s <br />attached and made a part of the minutes}. A lengthy discussion ensued regarding the redevelopment and market[ng <br />of the "Target" Outparcels and starmwater requirements, <br />Mr. Flank Lander, 445 Surrey Run, Cassell}erry, Florida came forward. Mr. Lander fell that the City should <br />change the marketing of the Target outparcels. He felt that Mr. Rubin should be treated as an equal with the rest of <br />the business owners in Casselberry. Mr. Lander stated that Mr. Rubin is not receiving notification regarding the <br />Community Redevelopment Agency meetings. Mr, Lander stated that Mr. Rubin is willing to put a sign that shows <br />that all three parcels are for sale. In response to Mr. Lander's concern regarding Mr. Rubin's property not being <br />fisted on the City's website, Ms, Lynch said she spoke with Mr. Rubin on numerous occasions regarding this and Mr. <br />Rubin said he wants to buy the City's parcels, <br />A general discussion ensued regarding Mr. Rubin submitting another bid, notification of the CRA meetings, <br />submittal of Mr. Rubin's original offer for the parcels and the recent interest shown [n the property. <br />
