Board of Adjusimeni <br />November 19, 2099 <br />Page 4 <br />the proposed pool size. <br />Ms. Tisa Savino, 831 Moonlit [.one, Casselberry, Florida came forward. Ms, Savino said the pool was designed <br />to be large for a family pool She said the yard is large and they wanted the additional use of the outdoor space. Mr. <br />Savino said that the pool area includes a good amount of decking and a spa. <br />Ms. Smith distributed the February 2008 Board of Adjustment minutes to the Board which approved the variance <br />for the existing fence (a copy is attached and made a part of the minutes). <br />Ms. Gauvin asked if there was anyone in the audience who wished to speak in favor of the request. Mr. Alan <br />Moore, 180 Norris Place, Casselberry, Florida came forward, Mr. Moore said he is a former board member for the <br />Homeowners' Association, the liaison to the architectural review committee and a licensed engineer for the State of <br />Florida. Mr. Moore felt that Mr. Savino's lot has a unique shape with a good portion of the street frontage exposing the <br />side of his house. Mr. Moore said that Mr. Savino extended the existing fence and hedge line across his property to <br />extend a feature of the community. <br />Mr. Moore said he is concerned with the pcol being placed in the rearyard from an engineering standpoint. He <br />was concerned with soil bearing, erosion issues and the current drainage problems on the Savino's property. <br />Mr. Moore said the staff report states that other homes in the neighborhood were able to install pools on <br />standard lot; however, the aerial photograph of the neighborhood shows most of the homes back up to some type of <br />conservation area. He said criteria no.1 states existence of conditions that are pecullarto the land orstructure. The staff <br />report mentioned an interest in maintaining a continuous raw of open and manicured front yards. We said that would <br />apply in other areas of the neighborhood where there is a continuous raw of manicured front yards but in this case Mr. <br />Savino has a continuous row of covered rear yards. Fie said if we wanted to keep it continuous it might be appealing to <br />do the same across his yard. <br />He said criteria no. 2 deals with special conditions and he felt that the soil bearing condition behind the Savino <br />properly is certainly aspecial condition. Mr. Moore said there is a home on Norris Place that exposes the swimming pool <br />to the street and that homeowner made no effort to screen the pool. <br />
