Planning & Zoning Commissionl <br />local Planning Agency <br />June 23, 2010 <br />Page 2 <br />based upon the site plan dated June 1, 2010, the findings of fact and conclusions of the staff report dated June 17, <br />2010 and the following conditions: <br />1. No site engineering construction activities shall take place at the site until permits are issued by the <br />City's Public Works Department. <br />2. The site plan approval shall be valid for one year upon approval by the Planning and Zoning <br />Commission. An extension request may be submitted prior to the expiration of this approval. <br />3. No construction shall take place until permits are issued by the City's Building Division. <br />4. All of the above conditions shall be fully and faithfully executed or the site plan shall become null <br />and void. <br />Mr. Parkhurst asked the applicant to come forward. Mr. Larry Poliner, 617 Avern Drive, Altamonte Springs, <br />Florida came forward. Mr, Poliner said that he prepared the engineering plans for the school. Mr. Poliner stated that <br />Ms. Danielle Anderson, School Director, was also available to answer any questions, In response to the <br />Commission's question, Mr. Poliner stated that the 525 square feet of concrete that is being removed was originally <br />used as a patio area. <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. No one came forward. <br />Mr. Parkhurst asked for a motion to address SPR 10-06. Mr. Aramendia recommended approval of SPR <br />10-06 Lake Forrest Prep School based on the staff report dated June 17, 2010 from Mr. Raasch to the Planning and <br />Zoning Commission as presented. Mr. Van Meter seconded the motion. The motion passed unanimously by voice <br />vote. <br />Fourth Item of Business: SPR 10.07: 95 Concord Dr: Waiver request from the replacement requirements for <br />tree removal provided in ULDR Section 314.16, Remedial action, for the property located at 95 Concord <br />Drive. <br />Mr. Eric Raasch, Planner I, reviewed the information provided in his memorandum dated June 17, 2010, <br />supported by a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy is on <br />file in the Community Development Department). Mr. Raasch stated Staff does not support the proposed waiver <br />based on the findings of fact. He said the Planning and Zoning Commission's approval of SPR 10-07, for a tree <br />removal permit and a waiver from replacement requirements for the property located at 95 Concord Drive, would be <br />
