Canserva#ion Uses. Activities within land areas designated for fhe purpose of conserving or protecting <br />natural resources or environmental quality and includes areas designated for such purposes as flood control, <br />protection of quality or quantity of groundwater or surface water, floodplaln management, fisheries management, or <br />protection of vegetative communities or wildlife habitats. <br />Conserva#ion Overlay Zone, A land use designation that "overlays" other land use designations on a (and <br />use map, Special regulatory standards for the protection of natural resources and wildlife apply to development and <br />redevelopment of land that is located within the confines of the overlay. Typically, a review of development or <br />redevelopment impact on natural resources is required. In other instances, corrective measures may be taken when <br />deterioration of natural resources has occurred within a Conservation Overlay Zone. <br />The protection of one or any combination of fhe following resources may apply to land within the <br />Conservation Overlay Zone: <br />surface waters, aquifer recharge areas, floodplain areas, wetlands, natural drainage features, vegetative <br />communities, wildlife habitats, existing and planned water wells and cones of influence, and minerals and <br />soils, <br />Some of fhe regulatory methods applied to Conservation Areas are clustering of development to maximize <br />open space or preserve shoreline or habitat, buffering, reduction of allowed densities and intensifies of land use, <br />prohibition of development in wetlands or floodplains, and prohibition of septic tank usage in unsuitable soils. The <br />regulations to be applied depend on the natural resource needing protecticn and the impact of development or <br />redevelopment. Pennovafive methods include such procedures as the retrofitting of stormwater drainage systems, <br />purification of surface waters, establishment of vegetation to correct soil erosion, or the re-establishment of wildlife <br />habitat. <br />Concurrency, Means that the necessary public facilities and services to maintain the adopted level of <br />service standards are available when the impacts of development occur, Public facilities and services which must be <br />available concurrent with the impacts of development for the City of Casselberry are: <br />1. Sanitary Sewer System <br />2. Solid Waste Collection <br />3. stormwater grainage <br />4. Potable Water <br />5. Parks, Recreation and Open Space <br />6, Schools <br />Concurrency Management System. Procedures andlor process that the focal government will utilize to <br />assure that development orders and permits are not issued unless the necessary facilities and services are available <br />concurrent with the impacts of development. {See section in this element titled "Gty of Casselberry Goncurrency <br />Management System [C,M.S.]",) <br />Cone of Influence. Area around one or mare major water wells the boundary of which Is determined by the <br />government agency having specific statutory authority to make such a determination based on groundwater travel or <br />drawdown depth. <br />Ener_g~cc~nserv~tion area.
