FUTURE LAND USE ELEV~ENT CXH{~lT ~ <br />DATA AND ANALYSIS <br />SECTION L INTRODUCTION <br />General <br />The purpose of the Future Land Use Element is the designation of future land use patterns in a manner that <br />is supported by the data and analysis, and reflected in the goals, objectives, and policies of the various City of <br />Casselberry Comprehensive Plan elements. <br />A special significance is placed upon the distribution of land use in the urban environment, land use plans <br />are the focal point of a community's comprehensive planning and design effort. Among the many objectives of the <br />land use element -the protection of neighborhoods, fhe insurance of economic viability for the community, and fhe <br />recognition and protection of natural resources and environmentally sensitive lands -are the most important, The <br />Future Land Use Element and Future land Use Plan must ultimately be implemented by the land development <br />regulatory framework. <br />The comprehensive plan must provide the basis for the community's program of land development <br />regulation. It should not be thought of as the final determinate of specific activities in specific locations, but rather as <br />the basis for such decisions to be made. The land development regulation update required by state law encourages <br />innovakion in the use of such final regulatory techniques. State law no longer requires a "zoning code" even though <br />one is not prohibited. As an alternative, it suggests the use of such things as "performance controls and standards, <br />Planned Unit Developments, transfer of development rights, and incentive and inclusionary zoning (Chapter <br />163,3202 F.S.). <br />Ghapter 9J-5.006, Florida Administrative Code, sets forth the minimum criteria for development of a <br />comprehensive plan land use element. Areas of responsibility include: a) standards on the density and intensify of <br />land use, b) the amount of land needed to accommodate projected population, and of vacant undeveloped land, c} <br />the availability of public services as identified in other elements, d} the protection of natural resources, floodplains, <br />wetland areas, and wildlife habitat, e) fhe protection of historic resources, f) the need for redevelopment, and g) the <br />elimination of non-conforming uses. <br />Terms and Concepfs <br />When reviewing the 1suture Land Use Element of the City of Casselberry, the following terms and definitions <br />apply: <br />Arterial Road. Roadway providing service which is relatively continuous and of relatively high traffic volume, <br />long trip length, and high operating speed. In addition, every numbered United States highway is an arterial road. <br />Collector Road, Roadway providing service which is of relatively moderate traffic volume, trip length, and <br />operating speed.
