Second Reading of Ordinance 10-1314 -ULDR Section 3-10.9, Parkin <br />Residential Distl7ets (ZB 10-1314) <br />The City Clerk read Ordinance 10-1314 by title as follows: <br />"AN ORDINANCE OF TIIE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />AMENDING PART HI, ARTICLE X, SECTION 3-10.9 OF THE CASSELBERRY CODE OF <br />ORDINANCES ENTITLED "PARKING OF VEHICLES IN RESIDENTIAL DISTRICTS" BY <br />REPEALING SECTION 3-10.9 IN ITS ENTHtETY AND ESTABLISHING SECTION 3-10.9 TO <br />INCLUDE SECTIONA, "PROHIBITED VEHICLES", SECTION B, "PERMITTED VEHICLES", <br />SECTION C, "RECREATIONAL EQUIPMENT", SECTION D, "GENERAL REQUII2EMENTS <br />APPLIED TO PROHIBITED VEHICLES, PERMITTED VEHICLES AND RECREATIONAL <br />EQUIPMENT", SECTION E, "PREPARED PARKING AREA", AND SECTION F, "UNLICENSED <br />AND/OR INOPERBLE VEHICLES"; PROVIDING FOR CODIFICATION, CONFLICTS, <br />SEVERABILITY AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 10-1314 was published in the <br />Orlando Sentinel on April 1, 2010. <br />Staff Presentation: Ms. Sandra Smith, Chief Planner, stated Ordinance 10-1314 provides for amendments to <br />portions of the Unified Land Development Regulations (ULDR) Section 3-10.9, Parking in Residential <br />Districts. Ordinance 10-1314 was passed on first reading on February 8, 2010. Ms. Smith gave an overview <br />of direction given to staff at the December 14, 2009 work session and amendments made to the ordinance on <br />first reading, as outlined in the agenda cover memorandum; said memorandum is attached to and made a <br />part of these minutes. The requirements for prepared parking areas and unlicensed/inoperable vehicles <br />remain in effect and are enforceable. Ordinance 10-1314 provides that the effective date for prohibited <br />vehicles, permitted use vehicles (personal and business), and recreational equipment be February 1, 2011. <br />Staff noted that the City Attorney has recommended the following amendments to Section B (1). Personal <br />Vehicles: "Any personal use motor vehicle that is less than or equal to twenty-two (22) feet in length or eight <br />(8) feet in height ~ may have four (4) square feet or less of total sign copy area, -not to exceed two <br />square feet on either side of the vehicle, and shall park in the following locations:..." <br />Budget Impact: This item does not impact the City's Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Ordinance 10-1314 on second and final reading with the proposed amendment. <br />
