Resolution 10-2122 -Cooperative Purchase with Davey Resource Group for a Tree <br />Inventory in City Parks, Street Medians and Right-of--Ways and Related Budget <br />Amendment #10-028 <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />APPROVING AND AUTHORIZING THE EXECUTION OF A PROPOSAL WITH DAVEY <br />RESOURCE GROUP AS A COOPERATIVE PURCHASE FOR A TREE INVENTORY OF <br />CASSELBERRY PARKS, STREET MEDIANS AND RIGHT-OF-WAYS; PROVIDING FOR <br />CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." <br />Staff Presentation: Mr. Matthew Fortini, Administrative Services Director, stated Resolution 10-2122 <br />provides for a cooperative purchase with Davey Resource Group in the amount of $25,000 for a tree inventory <br />of City parks, street medians and right-of--ways. On April 13, 2009, the City Commission approved the <br />submittal of an application for an Urban and Community Forestry Grant to conduct a tree inventory. The City <br />was awarded $12,500 from the Urban and CommunityForestry Grant Program is $12,500 and requires a City <br />match of $12,500 for a total project amount of $25,000. Consideration to approve the associated Budget <br />Amendment #10-028 is also requested. <br />Budget Impact: The budget for Professional Services Account #001-0410-572.31-00 will be increased by <br />$12,500 and General Fund Revenue Account #001-0000-331.70-O1 will be increased by $12,500. <br />BA #10-028 <br />EXPLANATION OF REQUEST: Budget Amendment request to fund a tree inventory associated to a <br />$25,000 grant awarded to the City through the Urban and Community Forestry Grant Program. 50% of <br />funding is reimbursable to the City via the grant. <br />Account Number <br />Account Description <br />Amount <br />INCREASE: <br />001-0410-572.31-00 <br />001-0000-331.70-01 <br />Professional Services $12,500 <br />Urban and Community Foreshy Grant $12,500 <br />Recommendation: The City Manager and the Administrative Services Director recommended approval of <br />Resolution 10-2122 and related Budget Amendment #10-028. <br />Discussion: Commissioner Doerner voiced concerns regarding expending $12,500 due to economic changes <br />and requested the City Commission consider possibly conducting an inventory internally. Mr. Fortini stated in <br />his opinion there was not manpower and time for the certified arborists on staff to conduct such an inventory. <br />Ms. Lipscomb added that the Davey Resource Group data can be customized and incorporated into the City's <br />GIS system. Mr. Fortini stated having a professional inventory conducted will allow the City to efficiently and <br />effectively manage its trees and allow staff to identify tree locations and their health condition. Commissioner <br />Huffar•d and Vice Mayor Solomon spoke in favor of Resolution 10-2122. <br />
