Discussion: Based on consideration of the ordinances previously adopted addressing Section 3- <br />10.9, concerns of the community, and discussion and direction from the City Commission, staff <br />recommended the following criteria for parking in residential districts, which are included in the <br />ordinance: <br />® Eliminate the term "Large Vehicle" and define "Prohibited Vehicles". <br />® Define "Permitted Vehicles" as two separate categories - <br />o those vehicles used for personal use (Personal Vehicle) <br />o those vehicles that are used for business purposes (Business-Related Vehicles) but <br />do not trip the threshold for "Prohibited Vehicles" <br />® Retain the category "Recreational Equipment". <br />® Do not allow parking of "Prohibited Vehicles" in the residential districts. <br />® Allow "Personal Vehicles" to park in the front yard only. <br />® Allow "Business-Related Vehicles" to park in a screened side or rear yard only. <br />® Allow "Recreational Equipment" to park in a screened side and rear yard only. <br />® Require up to 8' high screening for both the side and rear yard parking areas, applicable <br />for all City lots including those on lakes and water bodies. <br />® Allow a maximum 25' length for recreational equipment and business-related utility <br />trailers. <br />During the December 14, 2009 work session, the City Commission directed staff to include the <br />following additional points: <br />® Limit parking to one side yard. <br />® Limit business-related vehicle parking to a maximum of one vehicle. <br />® Limit parking to one vehicle in the side yard and one vehicle in the rear yard. <br />® Exclude canoes and lcayalcs from the maximum number of vehicles on the site. <br />® Require fencing and screening to run parallel with the property lines. <br />The City Commission at the first reading and public hearing amended the ordinance to include the <br />following provisions: <br />1. Eliminate the maximum length for recreational equipment, if it is screened. <br />2. Require recreational and business-related vehicles stored in the side yard to be screened <br />at the front from the roadway. <br />3. Eliminate the maximum number of recreational vehicles requirement, if the vehicles are <br />screened. <br />4. The effective date for the Prohibited Vehicles (Section 3-10.9.A), Permitted Use Vehicles <br />(Section 3-10.9.B), Recreational Equipment (Section 3-10.9.C), and General <br />Requirements (Section 3-10.9.D) shall be February 1, 2011. The criteria for Prepared <br />parking area (Section 3-10.9.E) and Unlicensed and/or Inoperable Vehicles (Section 3- <br />10.9.F) shall remain in effect. <br />The attached ordinance includes these various provisions. The provisions in Section E, Prepared <br />Parking Area ("Marls Your Parking") and Section F, Unlicensed and Inoperable Vehicles, remain <br />in effect. Please be advised that City staff will provide the necessary public education and <br />information, similar to how the "Marking Your Parking" program and other recent parking <br />ordinance provisions have been handled, during the first quarter of fiscal year 2011 (Oct -Dec), <br />on those parking provisions that go into effect on February 1, 2011 (prohibited, pei7nitted and <br />
