~. <br />~ <br />`~ <br />~ <br /> <br /> <br /> <br />~ <br />~ <br />=y. <br />~~\~ <br />~ <br />'To: The Honorable Mayor and City Commissioners <br />From: Barbara Lipscomb, City Manager <br />Date: Apri112, 2010 <br />Subject: Public Hearing: Second Reading of Ordinance 10-1314 -ULDR Section 3-10.9, Parking <br />in residential distr7cts (ZB 10-1314) <br />Introduction: Ordinance 10-1314 provides for consideration on second reading to amend <br />portions of the Unified Land Development Regulations (ULDR) Section 3-10.9, Parking in <br />residential districts. <br />Background: Much legislation has been adopted over the past four years related to ULDR <br />Section 3-10.9, Parking in residential districts. The City Commission requested staff to conduct <br />a workshop to discuss various issues that have arisen related to this subject. The workshop was <br />held on December 14, 2009, at which time the Commission requested staff to develop an <br />ordinance incorporating their discussion points. <br />The ordinance was developed and discussed by the Planning and Zoning Commission (P&Z) at a <br />public hearing on January 13, 2010 (Attachment A) to address the concerns of the City <br />Commission. The Planning and Zoning Commission unanimously recommended approval of the <br />ordinance to the City Commission, including the following recommendations: <br />1. Eliminate the maximum length for recreational equipment, if it is screened. <br />2. Require recreational and business-related vehicles stored in the side yard to be screened <br />at the front from the roadway. <br />3. Eliminate the maximum number of recreational vehicles requirement, if the vehicles are <br />screened. <br />4. As a minimum requirement, provide mulch and landscape timbers within the <br />driveway/designated parking areas. <br />After a public hearing and first reading on February 8, 2010, the City Commission approved the <br />ordinance for a second reading with a 4-1 vote. The second public hearing and reading was <br />advertised in the ONlando Sentinel on April 1, 2010 for the April 12, 2010 City Commission <br />meeting. <br />
