~. ~ `~ ~ ~ ~ =y. ~~\~ ~ 'To: The Honorable Mayor and City Commissioners From: Barbara Lipscomb, City Manager Date: Apri112, 2010 Subject: Public Hearing: Second Reading of Ordinance 10-1314 -ULDR Section 3-10.9, Parking in residential distr7cts (ZB 10-1314) Introduction: Ordinance 10-1314 provides for consideration on second reading to amend portions of the Unified Land Development Regulations (ULDR) Section 3-10.9, Parking in residential districts. Background: Much legislation has been adopted over the past four years related to ULDR Section 3-10.9, Parking in residential districts. The City Commission requested staff to conduct a workshop to discuss various issues that have arisen related to this subject. The workshop was held on December 14, 2009, at which time the Commission requested staff to develop an ordinance incorporating their discussion points. The ordinance was developed and discussed by the Planning and Zoning Commission (P&Z) at a public hearing on January 13, 2010 (Attachment A) to address the concerns of the City Commission. The Planning and Zoning Commission unanimously recommended approval of the ordinance to the City Commission, including the following recommendations: 1. Eliminate the maximum length for recreational equipment, if it is screened. 2. Require recreational and business-related vehicles stored in the side yard to be screened at the front from the roadway. 3. Eliminate the maximum number of recreational vehicles requirement, if the vehicles are screened. 4. As a minimum requirement, provide mulch and landscape timbers within the driveway/designated parking areas. After a public hearing and first reading on February 8, 2010, the City Commission approved the ordinance for a second reading with a 4-1 vote. The second public hearing and reading was advertised in the ONlando Sentinel on April 1, 2010 for the April 12, 2010 City Commission meeting.
