Planning & Zoning Commission! <br />Local Planning Agency <br />October2$, 2009 <br />Page 5 <br />Mr, Mullon said that the stacking area could be increased; however, it would reduce the landscaping and the'. <br />aesthetic appeal, <br />In response to the Commission's question, Mr. Mullon estimated construction should begin mid 2010. <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forvrard. Mr, <br />Casselberry questioned the opening date of the store. Mr. Mullon estimated that the store would open in April 2011. <br />Mr. Casselberry questioned the increase in traffic volume on Oxford Road, Mr, Casselberry expressed a concern <br />with the traffic on State Raad 436. He suggested postponing the demolition until they are ready to begin <br />constructicn. <br />Mr. Mullon stated that the traffic study has been submitted to the City as far as the impact of fhe Walmarf to <br />fhe area, It has also been issued and approved by Seminole County. He said the district traffic permit will be issued '. <br />after a separate agreement between the Gity of Casselberry, Florida Department of Transportation and Walmart is <br />executed. He said a separate study was conducted to determine if signalization or a roundabout was warranted on ~I <br />Oxford Road, He said that the study found that no signal was required. <br />A general discussion ensued regarding adding landscaping In the open space area, the type of landscape ' <br />materials in the median on Oxford Road and landscaping in the right of way. In response to the Commission's <br />question regarding adding canopy trees in the right of way, Mr. Mullon requested that he work with the Public Works <br />Department as the City is responsible for the maintenance of the landscaping and irrigation, Mr. Benzes agreed that <br />the applicant should coordinate any changes to the right of way landscaping with the Public Works Department to <br />avoid any possible issues in the area. <br />A brief discussion ensued regarding the type of grass being used on the project. Mr. Mullon stated That <br />Walmart is using xeriscape design and drip irrigation to minimize excessive irrigation usage. Mr. Mullon skated if St. <br />Augustine grass is required the proposed landscaping would require downgrading. Mr. Mullon stated that St. ', <br />Augustine could be provided in the right of ways and Bahia grass on the Walmart site. Mr. Mullon said he would '' <br />verify the offsite landscaping. Ms. Smith, Chief Planner, said that fhe Casselberry Exchange site has St. Augustine <br />
