Pianning & Zoning Commission! <br />Local Planning Agency <br />February 24, 2090 <br />Paga 2 <br />Third [tem of Business: LPA 09.05 and Zl3 09.12: North Winter Park Drive. Amending the Future Land Use <br />Map and Zoning Map of properties located along North Winter Park Drive, <br />Ms. Smith, Chief Planner, reviewed the information provided in her memorandum dated February 24, 2090, <br />to the City of Casseiberry Local Pianning Agency (a copy is on file in the Community Development Department). Ms. <br />Smith stated Staff requests a separate motion for each action: LPA 09-05: Future Land Use Amendments and text <br />and ZB 09-12; Official Zoning Map Amendments. <br />Ms. Smith introduced Mr. Tim Stillings from Kimley Hom and Associates to the Board. Mr. Stillings <br />presented a PowerPoint presentation on the North Winter Park Drive Study to the Local Pianning Agency (a copy is <br />attached and made a part of the minutes}. Mr. Stillings said the study was initiated by the realignment and <br />construction of North Winter Park Drive. He said the realignment created an enclave of medium density residential. <br />A general discussion ensued regarding the residential proper#ies adjacent to the industrial zoned properties. <br />Mr. Stillings explained that thane parcels currently have an industrial sand use designation. He said no changes have <br />been made to affect the land use for the majority of the properties east of Helen Street, Mr. Stillings stated that the <br />city limits are along the eastern edge of this study area that borders Winter Springs. <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request, No one came forward. <br />A brief discussion ensued regarding design standards and the classification of the roadway for North Winter <br />Park Drive. Mr. Parkhurst asked for a motion to address LPA 49-05. Mr. Aramendia made a motion to provide a <br />favorable recommendation from the Local Pianning Agency to the City Commission for LPA 09-05 with the attached <br />text amendments and the North Winter Park Drive Study based on the staff memo dated February 24, 2010 from Ms. <br />Smith to the Local Planning Agency as presented.
