The motion passed unanimously by voice vote. <br />Third Item of Business: Iisclosure of 1=x Pane Communications. <br />No disclosure of Ex Parfe Communications was made by the Commissioners. <br />Fourth Item of Business: LPA 09.02 & ZB 09.08: Annexed Properties Continued. Amending the Future Land <br />Use Map and Official Zoning Map for 38 properties annexed into the City between November 2008 and <br />November 2009, <br />Ms. Smith, Chief Planner, reviewed the information provided in her memorandum dated January 27, 2010, <br />to the City of Gasselberry Local Pianning Agency (a copy is on file in the Community Development Department). Ms. <br />Smith requested a separate motion for each action: LPA 09-02: Future Land lJse Amendments and ZB 09-08: Official <br />Zoning Map Amendments, Ms. Smith reviewed a PowerPoint presentation to the Local Planning Agency reviewing <br />the proposed future land use and zoning changes (a copy is attached and made a part of the minutes). <br />Ms. Smith stated in reviewing the maps for the presentation it was determined that there is a more <br />appropriate future land use and zoning designation for Map C -Lot 5 and Lot 6 on Ruby Court. Ms, Smith requested <br />that the Local Planning Agency consider amending staffs previous recommendation for the future land use <br />designation of City Low Density Residers#ial to Gity Commercial and the zoning designation of City R-8 to City OR <br />(Office Residenfia!) that is more consistent with the existing Seminole County designations. <br />Ms, Smith stated that she received a phone call and letters from Mr. Hepler, property owner of Lot 4 an <br />Lotus Lane {Map E). She said Mr. Hepler expressed a concern with the R-9 zoning classification and requested that <br />it be changed to R12.5. Ms. Smith stated staff could support that request and requested the Local Planning Agency <br />amend Lot 3 and Lot 4 on Lotus Lane to reflect an R12,5 zoning designation. <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request, Mr. Stan Geberer, 254, Morton Lane, Winter Springs, Florida came forward. Mr. Geberer said he <br />opposes the future land use and zoning change for 1466 Bird Road. Mr. Geberer felt that the proposed zoning <br />designation should be reduced. Mr. Geberer also questioned if a "Needs Analysis was completed for these <br />proposed changes. Mr. Geberer stated that R8, R9 and R12 category specifically do not permit passive or active <br />
