He said there was <br />no pedestrian mobility integrated for that site. <br />Mr. Parkhurst asked the applicant to come forward. Mr. Larry Powalisz, 45$3 Whimbrel Place, Winter Park, <br />Florida came forward, Mr. Powalisz stated Shakers Lounge is a non smoking facility and smoking is allowed nn the <br />far left side of the club. He said that #hey did not want to use the kitchen area for food service because #hey do not <br />want the additional health requirements and the extra expense. He said he wants to convert the old kitchen area into <br />a smoking section. He said that 70% of his clientele are non-smokers. Mr, Powalisz said there is not enough space <br />in the club to provide a concession area. He said many of the clients want something to eat after drinking and <br />dancing all night and felt the concession cork was beneficial to the site. <br />R general discussion ensued regarding prohibiting the consumption of alcohol outside the facility. Mr. <br />Powalisz said there is a doorman that would prohibit patrons from leaving the building with alcohol, Mr. Senzee <br />stated that the conditional use approval was not reviewed with the intent for outside alcohol consumption and the <br />addition of the outside tables does not correspond with the approved site plan. He recommended the applicant stop <br />using the outside tables. He said the applicant could apply for additional approvals for the outside seating. <br />In response to the Commission`s question, Mr. Powalisz said the cart would be owned and operated by <br />Shakers Lounge. <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposi#ion <br />tn, the request. Commissioner Colleen Hufford, 527 Queens Mirror Circle, Gasselberry, Florida came forward, <br />Commissioner Hufford stated she is a City of Gasselberry Commissioner and serves on the Chamber of Commerce. <br />Commissioner Hufford said she is concerned abouk opening the door to outdoor hot dog stands. Commissioner <br />Hufford felt that businesses should expand internally and recommended that the Planning and Zoning Commission <br />deny the hot dog cart concession. <br />In response to the Commission's question, Ms. Smith, Chief Planner, stated that the Planning and zoning <br />Commission requested staff provide criteria for this type of a use.
